TERMS OF REFERENCE FOR EXTERNAL PROJECT EVALUATION – TECHNICAL ASSISTANCE – EU AID VOLUNTEERS
Polish Humanitarian Action is looking for a professional to conduct evaluation of the Technical Assistance project within the framework of EU Aid Volunteers initiative.
Background:
The European Commission’s EU Aid Volunteers initiative, brings together volunteers and organizations from across Europe, providing practical support in the provision of humanitarian aid in the crisis affected areas. The overall aim of the project is to enhance the scale of humanitarian assistance through increasing the operational capacity of both sending and hosting organizations.
Throughout the program, 4 000 EU citizens will get the opportunity to do humanitarian work and help people caught up in crises. Furthermore, the initiative will provide 10 000 online volunteering opportunities.
The Technical Assistance project aims to assist PAH and partner organizations from central Eastern Europe in the process of becoming sending organizations within the framework of EU Aid Volunteers. In order to perform the highest quality of well-trained volunteer’s deployment and their security provision, organizations need to meet a number of standards and policies in the volunteer management area.
Project’s objectives:
All NGOs of consortium are able to efficiently recruit and manage volunteers and employees and have functioning HR policies and procedures.
All members of the consortium are adhering appropriate safety and security measures, have sufficient safety and security policies and procedures tailored to the specific needs of each NGO.
All NGOs of consortium are prepared for professional management of disaster response projects.
Means of knowledge storing and knowledge and experience sharing are established within each organization.
All members of the consortium have the internal capacity and necessary policies and procedures in place to undergo the certification process for sending organizations within the EU Aid Volunteers Initiative.
This will be achieved by carrying out several trainings and organization-specific consultancies, and creating, updating and implementing relevant policies, strategies and procedures in each organization.
Objective:
The general objective of the Final Evaluation is to assess project’s relevance, impact, effectiveness and sustainability which are crucial in the perspective of passing the certification mechanism within the framework of EU Aid Volunteers initiative.
The Evaluation will:
Assess the relevance of project’s results in relation with priorities and needs of donor and the needs of beneficiaries;
Assess the efficiency of implementation
Assess the sustainability of the project results beyond the end of the project
Guiding evaluation questions:
Are new policies and procedures required for the certification mechanism introduced/updated?
Are those policies/strategies adequate to certification standards?
Are main objectives of the trainings achieved?
Is the overall capacity of each organization within the consortium improved according to the project’s objectives?
How sustainable is the capacity of organization?

Deliverable 1
Evaluation work plan
Deliverable 2
Evaluation sheets for each main activity – trainings
Deliverable 3
Official report addressing all the questions of the TORs. The report content should at least follow the following:
Executive summary
Introduction
Background information
Scope and Methodology
Findings with clear evidence
Recommendations (practical and feasible)
Overall conclusions.
These deliverables have to be:
· Prepared in English only
· Submitted to PAH electronically via e-mail
· Submitted in hard copy format
Methodology:
· The consultant will use a balanced mix of techniques and means of verification to answer the above mentioned questions.
· The consultant can make use of all the project materials, documents and EU reports.
· For the project main activities i.e. trainings – Kirkpatrick’s 4-level Training Evaluation Model
Timeframe:
Duartion:10.05.2016 – 30.06.2016
Evaluation after trainings: May, June, October - 2016, February, May - 2017
Experience:
Proven experience in evaluation and analysis, report writing and formulation of recommendations
Previous experience in evaluation projects/programmes run by international and/or European consortia
Experience in using Kirkpatrick’s 4-level Training Evaluation Model
