The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, recovery and capacity building projects on appeals of their sister organisations within the Movement.

GRC is currently seeking a Project Manager (m/f/d) for the project “Readiness Forecast-based Financing in Honduras and Guatemala”. The focus of the project is to establish the Forecast-based Financing mechanism in both Honduras and Guatemala. Special focus will be on the development of Early Action Protocols (EAPs) and building up the systems in both National Societies that ensure timely implementation of these EAPs when extreme weather events are approaching.

Background:

Forecast-based Financing (FbF) enables access to humanitarian funding for early action based on in-depth forecast information and risk analysis. The goal of FbF is to anticipate disasters, prevent their impact, if possible, and reduce human suffering and losses.

A key element of FbF is that the allocation of financial resources is agreed in advance, together with the specific forecast threshold that triggers the release of those resources for the implementation of early actions. The roles and responsibilities of everyone involved in implementing these actions are defined in EAP. This ensures the full commitment of implementation among the involved stakeholders.

GRC is coordinating the development of the FbF methodology in cooperation with various humanitarian partners and is supporting FbF in 14 countries.

GRC started working on FbF in the Americas in 2015 in Peru, the project was later extended to Ecuador. In August 2019, a regional project on FbF in the Americas has started and is currently being implemented, providing technical guidance and trainings to National Societies in the region. While the regional project will support by providing advice and guidance, the Honduras/Guatemala project will support the establishing of FbF systems in both countries and the development of EAPs.

Starting date: 1.September 2020

Duration: 12 months (with possible extension)

Location: Tegucigalpa, Honduras (with regular field visits within Honduras and Guatemala)

Main duties & responsibilities:

  • Lead the project implementation in close cooperation with the Honduras Red Cross Society, the Guatemala Red Cross Society and the FbF Regional Program and secure that all objectives are met
  • Comprehensive management of the FbF project, including proposal writing, reporting, M&E and quality management, financial management, procurement, HR and administration
  • Secure that all processes meet GRC and donor standards and requirements
  • Liaise, coordinate and cooperate with government authorities as well as relevant national & international organizations and stakeholders to ensure involvement in the project and promote the integration of Forecast-based Financing mechanisms into the national system
  • Improve access to validated forecast data and oversee the development of forecast-based thresholds and early actions for the prioritized hazards (supported by the regional FbF advisor and regional technical climate advisor)
  • Oversee the development and testing of Early Action Protocols for both National Societies, particularly by identifying relevant effective early actions and establishing procedures that allow their timely implementation once a forecast threshold has been reached
  • Work on further improvement of the ‘MEAL’ system for measuring the impact of the implementation of the EAPs and thereby contribute to building evidence for the FbF-mechanisms and coordinate relevant research work
  • Align the project with the FbF regional program using the strategies and support by the regional FbF advisor and the RCCC advisor.
  • Support the regional FbF advisor in maintaining good working relation with partners of the RC/RC movement (PNS, IFRC and ICRC) in the region, and ensure exchanges of information, experiences and harmonize approaches
  • Secure information gathering and management and actively contribute to learning within the Anticipation Hub organized by German Red Cross
  • Ensure project visibility
  • Contribute to the maintenance of strong team spirit and positive workplace environment

Required Competencies & Skills:

  • At least three years of relevant experience in the field of Disaster Risk Management, preferably including experience with FbF or Early Warning Early Action
  • Experience in capacity development of National Societies is a strong asset, as is knowledge of Early Warning Systems and hydrometeorological forecasts preferred
  • Experience in project management
  • Oral and written fluency in English and Spanish
  • Creative thinking and solution-oriented work style
  • Ability to work independently and as a team member
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Readiness to go on assignment without a partner
  • Ability to work effectively in multi-cultural environments
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • **Valid Driving Licence

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
