GRC is currently seeking a
Head of Assessment (m/f/d).
The positon is anchored in the Department for International Services and National Relief of the GRC General Secretariat and is assigned to the Tracing Service Headquarters. The GRC Tracing Service supports people who have become seperated from their family due to armed conflicts, natural disasters, escape, displacement or migration. It helps to trace familiy members, to put them back in contact and to reunite families.
The Head of Assessment is responsible for the design and implementation of an assessment in Germany of the needs of families of missing persons (hereafter “FNA”) in relation to the armed conflicts in Syria from 2011 onwards. Under the supervision of the GRC and in close coordination with the RFL Head of Unit/ICRC Paris, and with the technical support from the ICRC Syria Missing Coordination Cell (in Beyrouth), the Head of Assessment contributes to a better understanding of the needs of the families of missing persons (FoM) in Germany and to build an adapted response to the needs identified.
Duration: The duration of the project is limited until 31.12.2020.
The Assessment is foreseen to be completed until 31.12.2020. Extension may take place if needs require and necessary financial/ human resources are made available.**

Responsibilities and Tasks:
The Head of Assessment
· Produces a preliminary study of the existing RFL caseload for the development of the FNA: tracing requests opened in the Federal Republic of Germany (Syrian file related), analysis of sought persons and enquirers, follow-up within the RC/RC Movement and with external stakeholders, “active” vs “passive” caseload, follow-up of the families, etc.;
· Compiles and analyzes information (internal and external information regarding events linked to the disappearance) relevant to the Syria Missing file and coordinates with the GRC for the analysis of the German national legal framework pertaining to the protection and assistance of families of missing persons, including when they are migrants (asylum seekers, refugees or other status);
· Proposes a questionnaire for the Family Needs Assessment (FNA), including mental health/ psychosocial support aspects with the support of GRC and ICRC;
· Plans, conducts and supervises the FNA with relevant GRC & ICRC staff;
· Analyzes the information resulting from the FNA, drafts the FNA internal report and proposes a response (incl. activities and a plan of action for the implementation) to the GRC & the RFL Head of Unit/ICRC Paris, and drafts the external report with recommendations addressed to relevant stakeholders, including authorities.
Required Skills:
· University degree or equivalent;
· Very good command of Arabic, English & German;
· 6 years overall professional experience required; ICRC protection (RFL-Missing) experience in the field desired;
· Solid experience in the field of migration field and/or working with refugees;
· Proven successful experience in conducting multi-disciplinary assessment;
· Sound methodological, organizational and analytical skills;
· Knowledge of RC/RC Movement Restoring Family Links (RFL) tools and guidelines;
· Very good listening and communication skills;
· Ability to work in (lead) multidisciplinary team.
