B. Project Description

With the peace process in Afghanistan, it can open new avenues for Pakistan connecting the region and bringing in huge economic prosperity in terms of increased trade & cooperation. As the development efforts take longer to be initiated, the United Nations Country Team (UNCT) in Pakistan will assist the Government of Pakistan (GoP) to plan for it in order to benefit from the opportunities created by the political changes in Afghanistan, mitigate risks of those changes and contribute to the peace process.

UN can work towards planning for it in close coordination with UN in Afghanistan and Central Asian Republics to utilize the rare window of opportunity for economic growth.

By coordinating UN programming in Pakistan with UN in Afghanistan and Central Asian Republics (CARs), UN can help the member countries capitalize on opportunities for sustainable development and peace in line with UN Executive Committee (EC) decision 2020/20.

RCO requires AfPak Data Analyst consultant to be based in Islamabad collect and collate all the relevant data on different UNCTs’ interventions specifically related to economic opportunities; conduct mapping of the activities related to the economic opportunities arising out of peace process in Afghanistan; promote and institutionalize the linkages between UN Pakistan, Afghanistan and the Central Asia.

C. Scope of Work

Under the overall supervision of the AfPak liaison and coordination specialist and Head of Resident coordinator (RC) in Pakistan, the consultant will conduct mapping of the activities related to the economic opportunities arising out of peace process in Afghanistan, proactive planning to utilize the opportunities for sustainable development in Pakistan; promote and institutionalize the linkages between UN Pakistan, Afghanistan and the Central Asia. The consultant will provide support to the coordination specialist in analysis and strategic advice to the UN Resident Coordinator & UNCT on how to take forward the socio-economic as well as the political side of peacebuilding efforts through context specific analysis and provide recommendations for strategic initiatives and programming. S/he will also facilitate coordination with UNCTs in Afghanistan and CARs.

Summary of key functions

Under the overall guidance of the Head of RCO and Liaison & Coordination specialist, the consultant will be responsible for providing support to the UN country team with specific duties and responsibilities which will include:

  • To collect and collate all the relevant data on different UNCTs’ interventions specifically related to economic opportunities.
  • Support the AfPak liaison and coordination specialist on situational analysis and general mapping of programmes and priorities of Govt, UN, donors, IFIs et al to generate an overall big picture. Establish an overview of the region as it stands by mapping the points below and noting gaps:

  • Shared demographic groups, trade routes, agriculture, shared natural resources

  • Projects that cover all or part of the region from the UN, the IFI and member states. Record expected duration of project, contacts of key decision makers and source of funding.

  • Programmes that are in border areas from the UN, the IFI and member states. Record expected duration of project, contacts of key decision makers and source of funding.

  • Think tanks and associations that have programmes covering regional cooperation between Afghanistan, Pakistan, Iran and Central Asia. Record expected duration of project, contacts of key decision makers and source of funding.

  • Mapping of different organization’s interests and needs with regards to a partnership as well as their relevant strategies and added value in terms of resources, expertise and programmatic specialization for the development specifically economic opportunities and humanitarian interventions in the region.

  • Analysis of the regional (Pakistan, Afghanistan and CARs) context with regards to the legal environment, stakeholders including authorities, donors and civil society structures, existing or potential project implementation modalities, and as a consequence possible partnership models and their feasibility.

  • Facilitation and documentation of discussions amongst the UNCTs with regards to possible partnership models and their benefits and limitations as well as needed commitments by the members.

  • Support the AfPak liaison and coordination specialist in providing continuous analysis and reporting to Resident Coordinator & UNCT on new socio-economic and political developments to identify appropriate opportunities in the region for the UN system in Pakistan

  • Provide any secretarial support to AfPak liaison and coordination specialist.

  • Any other tasks as assigned by RC, UNCT.
