Coordinate the efforts by the United Nations' Office of Human Resources to support the corporate-wide effort to put in place a web based front-end tool (new Member States Portal) providing United Nations Member States and other internal clients with the information currently shared in the Secretary-General's paper-based reports on the Composition of the Secretariat (CR) and on Gratis personnel, Retired staff and Consultants and individual contractors (GRC). This new Member States Portal will provide a monthly online update of the information on those reports, which are currently published only on an annual (CR) and biannual basis (GRC).
It is expected that replacement of the Member States Portal will result in a (1) more efficient production of monthly staff data that allows more immediate update of Member States' geographical status as well as (2) in a more holistic view for Member States on the UN's workforce and its demographic characteristics.

Work Location: New York and remote

Duties and Responsibilities

The Office of Human Resources (OHR) owns a Member States Portal that provides some information on monthly staff statistics and geographical status at the United Nations (UN) to its Member States and other internal clients. The current Member States Portal is updated every month with a delay of 3 to 12 weeks due to its partial dependency from manual sources. OHR is seeking for a replacement of the Member States portal. This new Member States Portal will provide more comprehensive information with reduced cycle times through automation and digitalization.
Replacing the Member States Portal is one of the approved priority projects for the United Nations' new Business Intelligence system (UNBI) being implemented by the Business Transformation and Accountability Division (BTAD). UNBI provides a single platform built in SAP HANA with united data from multiple data sources. UNBI will provide the foundation for building reports, dashboards and analytics required to meet the strategic, monitoring, compliance, and operational needs of UN entities, as well as the Member States. The new Member States Portal, as part of this UNBI initiative, will have SAP HANA as single data source and use a front-end web-based tool such as SAP Fiori. OHR will provide requirements and serve as subject matter expert in the Member States Portal replacement in UNBI.
The consultant will perform a role with the dual responsibilities of the Office of Human Resources' (OHR) project manager as well as business analyst in the Member States Portal UN Staff information replacement in UN Business Intelligence (UNBI) to (1) enable OHR to contribute to the project and liaise with Business Transformation and Accountability Division (BTAD) as needed and according to plan and (2) to identify, document and communicate business requirements and to engage in the development process and user testing as needed.
In that regard the consultant will be responsible for:
• Prepare, a project plan in coordination with BTAD for determining approach, timeline, resources and stakeholders required to automate data collection for the Secretary General Reports Composition of the Secretariat (CR) and on Gratis personnel, Retired staff and Consultants and individual contractors (GRC) and providing its contents online through a new Member States Portal according to the project goals established by OHR.
• Coordinate with multiple supplier teams needed for this project, tracking progress, risks and issues and reporting back to the overall project manager on the side of OHR.
• Monitor execution of the project plan, ensure progress against plan and reporting periodically to overall project manager on the side of OHR.
• Provide and document all input (e.g. requirements) needed by BTAD to consolidate the data required for producing the CR and the GRC into a single data source in UNBI for the new Member States Portal giving due care to appropriate timing and data quality and in accordance with OHR's project goals.
• Provide and document requirements for designing the front-end tool of the new Member States Portal including screen/report specifications, navigation and user access.
• Reviewing, in collaboration with UNBI team/BTAD and related stakeholders, that the front-end tool chosen (initially SAP Fiori) successfully meets user requirements and engaging with them to find an appropriate solution as needed.
• Review intermediate products (sprints) related to the new Member States Portal as produced by UNBI team and ensure that adequate and timely feedback is given to BTAD.
• Engage in final product user testing to ensure that the new Member States Portal successfully meets all requirements and expectations thus advising OHR in the final product acceptance accordingly and coordinating end of project activities.
• Performs other duties as assigned.

Qualifications/special skills

Licenses & Certificates: Prince 2 certification is desirable
Knowledge and Skills:
• Knowledge of SAP Fiori, MS Power BI, SAP Hana, SAP OM
• Knowledge of Oracle OBIEE 12c
Academic Qualifications: First level or advanced degree in Information Technology, Analytics, Project Management, Business Administration or related areas.
Experience : A minimum of five years of experience in Business Intelligence solutions projects, including:
i) IT project management in implementation of data/business intelligence software and
ii) business analysis for IT projects (requirements gathering, documentation and communication) is required.
Experience with the below listed activities and tools is also required:

  • dashboard design, development and implementation
  • business intelligence tools
  • front-end business intelligence user interfaces
  • data warehouse design and implementation
  • data extraction, transformation and loading tools
  • SQL Server transact script creation
  • working with remote teams in various time zones
    Languages: Fluency in spoken and written English.
