The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organizations within the Movement.
To coordinate GRC project activities in close cooperation with the Yemen Red Crescent Society (YRCS), GRC is currently seeking an experienced Project Manager (m/f/d).
Program Overview:
Poverty and vulnerability in Yemen are deep-rooted and persistent. In addition, since 2015 the ongoing armed conflict continues unabated and has caused a catastrophic humanitarian crisis. The mission of the Yemen Red Crescent Society (YRCS) is to improve the life and wellbeing of the Yemeni people by providing humanitarian services, particularly health care, relief and emergency response. GRC is striving to support its Sister Society through joint programs, exchange of expert knowledge as well as technical and managerial support. Currently, the programmatic focus of GRC is on humanitarian relief and health. In addition, projects in the sectors of shelter, food security and livelihoods are being implemented.
The Project Manager will work with the local team and the YRCS on a daily basis, under the line management of the GRC Head of Office in Yemen. The Project Manager will supervise the local Programme Coordinator and the M&E Officer.
Duration: asap – 30.06.2022 with possible extension
Location: Sana’a, Yemen and/or Djibouti. (The Project Manager will be based in Sana’a with field visits in the country whenever the security situation allows it. An office structure is also available in Djibouti for remote management if the security situation requires it. Temporary relocation to Djibouti or the establishment of a rotation system are possible.) The GRC security set-up in Yemen is coordinated by the International Committee of the Red Cross (ICRC).
Responsibilities and Tasks:
The Project Manager will be responsible for the support, guidance and quality control in all steps of the projects and activities of the GRC programme in Yemen. A strong focus will lie on the provision of technical support and capacity building to the Host National Society YRCS.
Project Management
- Provide technical and managerial support to assess, plan, implement, monitor and report the activities and operations together with YRCS;
- In close coordination with the local GRC team, enhance the planning, set up and implementation of monitoring activities with a particular focus on beneficiary communication; Monitor and follow up the activities through field trips as security situation allows;
- Follow up on challenges and opportunities for the implementation of planned activities and coordinate the mitigation and adaptation with the Red Cross/ Red Crescent Movement partners;
- Project reporting (internal and external);
- Support the development of project concept notes and proposals;
- Support the GRC team in monitoring of financial and operational processes. Ensure that internal and donor-specific quality standards are kept and documented.
Partnership
- Maintain a cooperative working relationship with YRCS, providing support in the development of capacities, quality assurance, management and reporting;
- Support Red Cross Red Crescent Movement wide programme coordination and facilitate dialogue between different partners and donors, as required;
- Support the GRC Head of Office Yemen in representing the GRC with the YRCS, other partners of the Red Cross/ Red Crescent Movement, and other stakeholders, including the media, as required.
Other
- Support the GRC Head of Office in tasks related to the GRC operations, strategy, security and human resources management according to need;
- Contribute to internal and external communication about the project and the context in general, including visibility in the project activities where possible.**
Required Skills:
Project Management
Proven expertise in project management;
Strong staff management skills, with a focus on team building, staff development and capacity building;
Proven experience in the design and implementation of PMER tools and mechanisms, preferably working with local partners;
Professional reporting and proposal writing skills; solid experience with donor-funded projects and working with different donors.
Partnership
- Proven experience working with local partners;
- Experience in on the job capacity building and organisational development;
- Experience of working for the Red Cross / Red Crescent Movement is a strong asset.
Technical Experience
- At least 3 years working experience in the field of Emergency Relief;
- Technical background in a relevant working sector (health, relief, disaster management), experience in the MENA region is a strong asset.
Security/Language/ Personal skills
- Proven experience in working in a difficult and volatile security situation;
- Readiness to work in a uncertain set-up (rotation Yemen - Djibouti) without partner;
- Oral and written fluency in English is required. Advanced knowledge of German or Arabic language skills are an asset;
- Excellent organizational skills, ability to determine priorities and attention to details;
- Data collection and relevant IT skills;
- Excellent communication and negotiation skills (oral and written);
- Ability to work independently, highly solutions-oriented and as a team member;
- Ability to work fast and effectively in a multi-cultural environment;
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
- Valid Driving Licence;
- Flexibility and a high motivation for this post are fundamental.
