The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

GRC is currently seeking a short-term Operations Support Delegate (m/f/d) for a Regional Forecast-based Financing (FbF) project in Mozambique. Since 2019, GRC is implementing the regional project “FORECAST BASED FINANCING: CLOSING THE GAP BETWEEN DISASTER PREPAREDNESS AND EMERGENCY RELIEF” in Mozambique, Lesotho and Namibia. The project is funded by the German Federal Foreign Office and running until end of 2022. The short-term delegate will support the FbF team in Mozambique where over the past four years Early Actions Protocols have been developed on cyclones, floods and currently on droughts, as well as the wider regional set-up as per operational needs.

Starting date: asap (The recruitment of the position depends on pending funding)

Duration: 4-5 months (from August 2021), with possible extension in case of an Early Action Protocol activation

Location: Maputo, Mozambique

Main duties & responsibilities:

  • Support the Regional GRC FbF Delegate in the provision of operational guidance to Mozambique Red Cross (CVM) during the implementation of the pre-positioning and readiness work plan of two existing Early Action Protocols (EAPs) for cyclones and floods;
  • Supervision of the implementation of the dissemination work plan for two existing EAPs for cyclones and floods;
  • Procurements of non-food items (NFIs) for CVM’s two existing EAPs prior to the onset of the rainy/cyclone season 2021-2022, ensuring the adherence to procurement guidelines of the back donor (IFRC), as well as quality of NFIs, their packaging and storage leading up to the season;
  • Ensure maximization of CVM’s institutional readiness with regards to logistics, finance and administration protocols and procedures prior to the onset of the rainy/cyclone season 2021-2022, among others through the conduct of trainings with relevant personnel from the national society at national and provincial level;
  • Support CVM in the celebration of pre-agreements with transport providers (transport of NFIs)and local radios (dissemination of early warnings) in case of an EAP activation during the rainy/cyclone season 2021-2022;
  • Support CVM and partners in the organization and implementation of large-scale simulation exercises;
  • In close cooperation with the Regional GRC FbF Delegate, ensure the establishment and maintenance of a PMER surge pool for post-trigger evaluation missions prior and during the rainy/cyclone season 2021-2022;
  • Operational support to the Regional GRC FbF Delegate in case of EAP activations of CVM’s two existing EAPs during the rainy/cyclone season;
  • Ensure accurate EAP project budgeting, financial management and expenditure tracking for the two existing EAP project fund agreements, according to GRC and donor (IFRC) requirements under the guidance of the Regional GRC FbF Delegate;
  • Ensure quality, timely narrative and financial reporting in compliance with the donor (IFRC) policies and regulations under the guidance of the Regional GRC FbF Delegate;
  • Support the Regional GRC FbF Delegate as per emerging operational priorities and needs within the project.
  • Further tasks according to emerging operational needs in the country.

Required Competencies & Skills:

  • Minimum of 3 years of professional experience in the field of disaster management and emergency preparedness and response (EP&R), including procurement and distribution of humanitarian relief items and goods, preferably in the Southern Africa Region;
  • Robust experience within the humanitarian sector, with a focus on supervising humanitarian relief operations required;
  • Ability to oversee complex operations in the field of disaster management under time pressure;
  • Experience of working with local partners is a strong asset;
  • Knowledge and experience with FbF or EWEA is a strong asset;
  • Excellent command of Portuguese and English (oral and written);
  • Professional experience in the Mozambican disaster risk management landscape highly favoured;
  • Experience with capacity building in the field of humanitarian logistics, finance and administration procedures and working with local partners is a strong asset;
  • Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences;
  • Experience in implementing and managing donor funded projects (IFRC experience will be an asset), ensuring robust financial and narrative reporting meeting set deadlines;
  • Willingness to travel within Southern Africa;
  • Ability to work independently and as a team member;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to work effectively in multi-cultural environments;
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
  • Existing authorization to work in Mozambique is a strong asset;
  • Valid Driving Licence.
