Polish Humanitarian Action’s (PAH) is an INGO with a mission to make the world a better place by promoting humanitarian values and alleviating human suffering caused by armed conflicts and natural disasters. We provide humanitarian aid in places where humanitarian crises occur. Our support reaches foremost the most vulnerable: women, children, elderly, disabled, refugees and internally displaced persons (IDPs). About PAH Yemen Mission:
PAH Yemen Mission has been established in July 2019 in South Yemen and since then provided humanitarian assistance to over 70.000 beneficiaries in Aden and Lahj Governorates in Yemen, as well as to Yemeni refugees in Djibouti. Our current interventions respond to insufficient access to primary healthcare, and sexual and reproductive healthcare, food insecurity, epidemic outbreaks, including cholera and COVID-19, in primarily Health & WASH interventions targeting 140.000 beneficiaries.
PAH Yemen Mission is looking for a Head of Operations (international position)
Position: Head of Operations
Location: Aden, Yemen with travels inside Yemen
Type of work: Full time
Estimated start date: as soon as possible
Position reports to: Head of Mission
Position supervises: Mission’s Operations staff (Admin, HR, Logistics, Finance & Accounting Officers)
Other staff interactions: Mission’s Programmes staff (WASH & Health Programme Officers, MEAL Officer, Field Assistants), HQ Programme Coordinator and other relevant HQ support staff
Head of Operations role leads the Mission’s operational activities, manages and oversees smooth implementation of all supporting functions of PAH Yemen Mission humanitarian interventions.
Job responsibilities:
- Management of the Operations staff (finance & accounting, HR, logistics, administration) in delivery of quality, efficient and cost-effective services – leadership, capacity-building, technical support and quality assurance
- Revision and/or formulation of policies and overseeing their implementation
- Ensuring compliance with local and international laws
- Ensuring compliance of all PAH and donor policies, procedures and standards
- Liaising with Head of Mission to make decisions for operational activities and set strategic goals
- Supporting project proposal development
- Monitoring of operational environment, including changes in local laws, policies and procedures
- Ensuring efficient, timely and transparent HR and logistics process on the mission
- Managing of financial resources, including budget planning and analysis, cash forecasting, financial reporting
Requirements:
- Master’s Degree in International Development, Humanitarian Assistance, Management, Finance or any other related field required*
- At least 2 years of field experience in implementation of humanitarian programmes / supporting humanitarian operations
- Previous experience in conflict or post-conflict setting highly desirable
- Previous experience in staff management in cross-cultural environment required, including capacity building, training and facilitation skills
- Solid understanding of financial systems, including budgeting and budget analysis experience (previous experience in finance management highly desirable)
- Knowledge of logistics, HR and office administration procedures
- High resilience to stress, ability to work effectively under pressure in a hardship duty station
- Ability to perform and oversee multiple tasks concurrently
- Excellent communication and interpersonal skills
- Strong planning and organizational skills
- Strong sense of personal and professional integrity
- Strategic mindset, strong analytical and problem solving skills
- Languages: Full proficiency (C1) in spoken and written English required, knowledge of Arabic will be an asset
- Proficiency in MS Office package
*Additional years of professional experience may substitute for some education; additional education may substitute for the experience
