The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

GRC is currently seeking a Project Delegate (m/f/d) responsible to introduce and establish the Forecast-based Financing (FbF) mechanism in Sudan. The FbF concept is new to our partner, the Sudanese Red Crescent Society (SRCS) as well as other potential partners. This will be the first Red Cross/Red Crescent FbF project in Sudan.
The implementation focusses on the development of Early Action Protocols (EAP), the strengthening of local and national capacities for FbF planning and implementation and coordinated advocacy for the institutionalisation of FbF on policy level. The project strives to develop and establish the Forecast-based Financing mechanism in Sudan.

Forecast-based Financing (FbF) is a concept that enables access to humanitarian funding for early action based on in-depth forecast information and risk analysis. The goal of FbF is to anticipate disasters, prevent their impact, if possible, and reduce human suffering and losses. A key element of FbF is that the allocation of financial resources is agreed in advance, together with the specific forecast threshold that triggers the release of those resources for the implementation of early actions. The roles and responsibilities of all organizations involved in implementing these actions are defined in Early Action Protocols (EAP). This ensures the full commitment of implementation among the involved stakeholders.

Duration: Starting asap for one year (with the possibility for extension)

Place of assignment: Khartoum, Sudan, with frequent travels to different locations within the country

Responsibilities:

The Project Delegate will support the efficient and effective implementation of the new FbF project in Sudan and engage in a combination of capacity building activities for the benefit of the SRCS as well as providing technical guidance and support to SRCS in Forecast based Financing programming. To achieve this aim, the Project Delegate will need to establish good working relationships with SRCS counterparts and along with SRCS colleagues to work collaboratively with other stakeholders. The Project Delegate works as part of the German Red Cross Delegation in Sudan under the direction and guidance of the Head of Office based in Khartoum.

  • In close cooperation with the Sudanese Red Crescent Society lead the direct implementation of the FbF-project to achieve the planned results.
  • Comprehensive proactive and timely project management, incl. reporting, M&E, management of finances, procurement, HR and visibility, in line with GRC and donor (Deutsche Bank Stiftung) standards.
  • Support and guide the process of the development and testing of the EAP, particularly by identifying relevant effective early actions and establishing procedures that allow their timely implementation once a forecast threshold has been reached and according to SRCS needs and capacities.
  • Work jointly with SRCS on strengthening their capacities and advocacy role in the field of Climate Change Adaptation and Forecast-based Financing and contribute to embedding the FbF mechanism into their existing procedures, leading to an overall increased preparedness and response capacity of the National Society.
  • Support SRCS to liaise, coordinate and cooperate with Government authorities as well as relevant national & international organizations and stakeholders active in the field of Early Warning Early Action/Anticipation to promote the integration of FbF mechanisms into the national system.
  • Liaise and cooperate and exchange with the anticipation community on regional and global level such as expert organisations on aspects of FbF (such as Red Cross Climate Centre), facilitate the exchange between National Societies and actors introducing FbF in the region and stay informed on discussions and further developments in this sector.
  • Contribute to the further development of the FbF methodology at global level by contributing learnings and best practices (e.g. on applying anticipatory action to conflict context, simplifying the FbF methodology) by compilation and sharing of results on different levels (national community of practice, regional and global platforms, Anticipation Hub)
  • Improve access to validated forecast data and oversee the development of forecast-based thresholds for early actions in hazard- prone areas (supported by a technical advisor).
  • Contribute to further improvement of the MEAL system in SRCS to measure the impact of the EAP’s implementation and thereby contribute to building evidence for the FbF-mechanism and coordinate relevant research work.
  • Organize and/or contribute to regional and national dialogue platforms that serve to exchange lessons learned with other FbF-projects in the region.

Required Skills:

  • Relevant experience (minimum 5 years) in the field of Disaster Risk Reduction/Preparedness and Response Mechanisms; Familiarity with Early Warning Early Action/Anticipatory Humanitarian Action is an advantage
  • Experience in cooperating with local partners and putting their priorities, needs and capacities in the center contributing to their capacity strengthening
  • Experience working for the Red Cross Red Crescent Movement is an advantage
  • Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences.
  • Proven experience (minimum 3 years) in project cycle management, MEAL, implementing donor funded projects (including procurement and administrative and financial processes and management) and participatory methods
  • Experience in developing and executing effective monitoring and evaluation
  • Ability to work independently and as a team member
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Oral and written fluency in English, German and/or Arabic is an advantage
  • Ability to work effectively in multi-cultural environments
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • Valid Driving Licence

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as coverage of the accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
