The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

The GRC is currently seeking a

Disaster Risk Management and NSD Delegate (m/f/d), Wau, South Sudan

The German Red Cross, in close cooperation with the South Sudan Red Cross, is currently looking for an experienced delegate to implement a project focusing on organisational capacity building and Disaster Risk Management (DRM). The project aims at strengthening the institutional & technical capacities, structures and strategies of the South Sudan Red Cross (SSRC), on national and local/regional level, in line with government structures and policies. Development of DRM policies (within the national society, but also on national level), community-based resilience tools and a comprehensive organisational approach are key deliverables of the project. The delegate is expected to support SSRC in its goal to enhance its status as a key player and partner of choice in areas of DRR and community resilience strengthening. The project is expected to start in January 2023, with an initial project duration of three years.

Starting date: 01.01.2023 (depending on final approval of donor)

Duration: 12 months (with possibility of extension)

Location: Wau, South Sudan

Main Duties & Responsibilities:

  • Ensure the implementation of above-described project in close collaboration with the SSRC project team and in line with GRC, SSRC and BMZ (back donor) guidelines, rules and regulations incl. grant management, planning and management of project activities;
  • Ensure capacity building / institutional development,;
  • Support community-based DRM assessments, activities and support community-based action and contingency plans;
  • Facilitate and support the development of DRM-specific policies and guidelines (on government and SSRC level);
  • Provide technical support and back-stopping of project activities, exchange and coordination mechanisms to increase SSRC´s credibility vis-a-vis local and national authorities and other relevant stakeholders;
  • Supervise and ensure adequate project documentation, regular financial and narrative reporting according to donor requirements;
  • Coordinate project activities and requirements with all RCRC Movement partners in South Sudan and beyond (National Societies, IFRC, etc.);
  • Engage in strategic discussions of the SSRC DM department;
  • Act as technical mentor for local staff and volunteers;
  • Accompany and advise the testing of new approaches in DRR in South Sudan.

Required Competencies & Skills:

  • Master’s degree in Disaster Management/DRR, International Development or similar field;
  • At least 5 years working experience related to Disaster Risk Management, institutional preparedness capacity strengthening initiatives and/or community-based resilience building initiatives;
  • Experience in DRM/DRR, resilience building, disaster preparedness and/or disaster response;
  • Experience in designing and delivering community-based programmes that enhance accountability to beneficiaries (community engagement and accountability);
  • Experience in working with local/national partners (preferably within the RCRC movement);
  • Knowledge about National Society Development and Branch Development with the RC/RC Movement is an asset;
  • Experience in establishing and following monitoring systems to track progress of implementation and results;
  • Experience with working and networking with multiple stakeholders, including aid agencies, government authorities, NGOs, and the private sector;
  • Experience in managing donor-funded projects (e.g. German Government: FFO & BMZ);
  • Ability to work, live and travel in a challenging security environment with strict security guidelines;
  • Ability to work independently and as a team member;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Oral and written fluency in English, (Arabic and German language is of advantage);
  • Ability to work effectively in multi-cultural environments;
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
  • Valid Driving Licence.

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as accommodation provided within the Red Cross compound. Security restrictions apply. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. This position is entitled to RnR every 8 weeks. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
