The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

GRC is looking for an experienced Project Manager (m/f/d) for an Anticipation/FbF project in Bangladesh. The Delegate will be responsible for ensuring the technical coherence of all anticipation activities in country and manage a project funded by the German Federal Foreign Office (GFFO) and GRC. Building on experiences in the field of Forecast-based Financing (FbF) in Bangladesh since 2015, the FbF-project will have a strong focus on designing and managing the handover of the tasks related to Anticipation to our partner, the Bangladesh Red Crescent Society (BDRCS). This covers also strengthening the BDRCS’ lead position in Bangladesh in terms of Anticipation and managing the many partnerships and tasks that come with it. Existing Early Action Protocols (EAPs) for Cyclones, Floods and Heatwaves shall be reviewed, also for potential consideration of Shock Responsive Social Protection (SRSP) elements.

The Delegate is working under the supervision of the GRC Head of Office (HoO) in Dhaka and will be part of an experienced team of international delegates and local staff.

Duration: 12 months, with possible extension, starting preferably March 2023
Location: Dhaka, Bangladesh with regular travels to various project locations

Main duties & responsibilities:

  • Comprehensive management of the project in close cooperation with the BDRCS as national counterpart and implementing partner
  • Secure full project cycle management (PCM) and timely quality reporting to GRC HQ and its back-donor
  • Budget oversight and management
  • Coordination with relevant BDRCS departments and other Red Cross and Red Cres-cent (RC/RC) Societies working in relevant sectors in the country
  • Liaise and maintain a close working relationship with government departments, scien-tific institutions, UN, NGOs and civil society to ensure linkage and complementarity be-tween BDRCS/GRC and other organisations on related matters
  • Provide technical support to the BDRCS project team at the NHQ and district level
  • Enhance the GRC’s Anticipation and Capacity Building approach in country and sup-port the identification and formulation of new projects
  • In case of disasters take on project management responsibilities for short-term relief ac-tivities if required

Required Competencies & Skills:

  • Strong project management skills, particularly PCM and participatory methods with a minimum of three years’ experience in the international humanitarian sector
  • Experience in implementing and managing donor funded projects (preferably GFFO; EU)
  • Good understanding of key issues in anticipation and DRR as well as the linkages to re-lief programmes and experience in implementing projects in these sectors
  • Experience in capacity building and working with local organisations and government agencies, ideally within the RC/RC movement
  • Strong financial and narrative reporting skills
  • Strong communication, networking and representation skills
  • Ability to work independently and as a team member in multi-cultural environments and teams
  • Ability and agreement to adhere to the Red Cross Red Crescent fundamental principles
  • Oral and written fluency in English, German is of advantage
  • Ability to complete a thorough medical screening process 'working abroad under specif-ic climate and health conditions'
  • Valid Driving Licence

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
