GRC is currently seeking a Head of Office (m/f/d) for the Palestinian Territories.
In alignment with the institutional strategy of and implemented by the Palestinian Red Crescent Society (PRCS), GRC currently supports a wide range of projects and programmes in Palestine. The projects are implemented in Westbank, East Jerusalem and Gaza and include a Community Based DRR programme with a special focus on DRR in schools in conflict settings, Basic Health Care programmes, Capacity Building in DRR, Disaster Management and Crisis response, and a project on Anticipation of incidences of violence and respective preparedness and response activities.
The Head of Office leads a team of 2 international delegates and 2 national staff.
Duration: 18.06.2023, 24 months (with possible extension)
Location: Ramallah, Palestinian Territories
Main duties & responsibilities:
- Develop and implement GRC’s country strategy, including financial forecasting and budgeting;
- Manage and further strengthen partnerships with the Palestinian Red Crescent Society and Movement partners;
- Analyzing the humanitarian and political situation in country and advising GRC on humanitarian risks and trends;
- Representation of GRC towards donors, embassies, governmental and non-governmental stakeholders and media;
- Guidance and support to Palestinian Red Crescent Society, strengthening operational capacities, quality assurance, technical support in line with jointly identified priorities;
- Oversight of the implementation of GRC programmes & projects;
- Ensure compliance of all GRC operations and projects with donor regulations and standards, including procurement processes and finance management;
- Project and programme development, including needs assessment, assessing funding opportunities, preparing project proposals;
- Grant management, budgeting, financial and narrative reporting, monitoring;
- Office management, including administration and filing;
- Security and safety management;
- Team management with a consistent approach in the fields of PSEA, diversity management and learning and development;
- Project quality assurance, learning and exchange, in close coordination with the respective GRC technical advisors;
- Coordination of GFFO funded project “Humanitarian Assistance through the provision of sexual and reproductive health (SRH) services and rehabilitation services for marginalized and vulnerable groups in the Westbank”; as well as the Palestine component of the regional project “Improved community preparedness and response capacities in health through enhanced volunteer management at local, institutional and strategic levels among the Red Crescent National Societies of Iraq, Morocco and Palestine“, funded by the BMZ;
- Follow-up on and further develop concepts and strategies on adapting Community Based DRR approaches to conflict settings, in close coordination with DRR Technical advisor MENA, regional Programme Coordinators and other respective stakeholders in the MENA region.
Required Competencies & Skills:
- At least five years of senior leadership experience, including management of diverse teams;
- At least five years of experience in the field of international cooperation and humanitarian aid, including technical expertise in key sectors and a profound understanding of the Humanitarian landscape, tools and topics. Red Cross / Red Crescent Movement experience is a strong asset;
- Excellent programme coordination and project management skills, financial management, budgeting, monitoring, evaluation and reporting, and thorough understanding of donor guidelines and regulations;
- Strong leadership skills, including strategic thinking, decision-making, presenting, and mediating conflict;
- Excellent understanding of the Movement and full commitment to the Red Cross fundamental principles and Code of Conduct;
- Strong diplomatic skills and experience in representation and networking;
- Outstanding resilience and stress management skills;
- Proven record of capacity strengthening, team development and coaching;
- Experience in the development and implementation of policies in the fields of safety and security, PSEA, compliance and human resources development;
- Oral and written fluency in English, Arabic is of advantage;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
- Valid Driving Licence.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation/personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
