The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.

Program Overview:
GRC is currently seeking a Project Manager Relief to support the Iraqi Red Crescent Society (IRCS) in their response operation to support displaced Iraqis and Syrian refugees and to strengthen their Disaster Management capacities.
Since the beginning of the conflict and the displacement in the North, the IRCS was engaged in relief operations. The GRC started supporting the IRCS in its relief activities in September 2014 with a permanent presence in Dohuk. With the expected military offensive on Mosul, Iraq is expecting another 1,5 Mio IDPs, possibly within a short time frame. The IRCS is responsible to provide first line response and further assistance to these IDPs.
In order to support the IRCS in facing this challenging relief operation of immense size, we are seeking a Project Manager Relief to work closely with IRCS for a period of minimum 3 months. The position will be based within the IRCS office and focus on supporting the IRCS staff during the peak time of displacement due to the expected Mosul offensive. This support shall start, once the military offensive on Mosul has commenced or once it is foreseen to be commencing within a short time frame. A clear starting date for the position can therefore not be announced yet.
The military offensive on Mosul is currently expected to start in October 2016, however, there is a high possibility that this will be delayed by several months.

Duration: 3 months with possible extension - Starting date foreseen within the following timeframe:01.10.2016 – 01.02.2017

Location: Northern Iraq (with travel to Baghdad and other regions of Iraq, always based on updated security clearances)

Responsibilities and Tasks:
The Relief Delegate will be responsible to support IRCS in the provision of timely reporting on its relief activities and provide further guidance to improve planning and implementation of these activities. Specific tasks will entail:

  • Ensure continuous reporting of ongoing relief activities and distribution of IRCS items provided by partners;
  • Provide guidance on reporting and improve M&E mechanisms of IRCS to meet necessary international standards;
  • Support and strengthen the capacity of the National Society (IRCS) project staff and volunteers in relief operations;
  • Coordinate and collaborate with other movement partners as well as all relevant humanitarian actors;
  • Monitor and follow up all relevant activities through regular field trips;
  • In fulfilling your tasks, strongly liaise with other movement components contributing to IRCS relief operations.

Required Skills:

  • At least 3 years experience in the field of emergency relief;
  • At least 2 years experience of working for the Red Cross / Red Crescent Movement;
  • Awareness and acceptance of the risks associated with this mission;
  • Strong reporting abilities and M&E knowledge;
  • Experience in training and coaching relief staff;
  • Excellent communication skills, problem-solving skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner;
  • Experience and willingness to work effectively in a complex, difficult and multi-cultural environment;
  • Experience in working with different donors (German Ministries, ECHO, etc.) and Movement Appeals;
  • Oral and written fluency in English is a requirement; Kurdish and/or Arabic is a strong asset;
  • Ability to work independently and as a team member;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Excellent physical and mental health with the ability to complete a thorough medical screening process. GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight within a 12-month period of assignment and medical check-ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings prior as well as during and after your mission.
