Consultant for the development of learning modules for Anticipatory Action

The Anticipation Hub is the result of years of experience, expertise and collaboration across humanitarian actors working to anchor anticipatory action in the humanitarian system – with a view to create a global shift to acting ahead of disasters. The Anticipation Hub strives to support practitioners, scientists and policymakers within and beyond the humanitarian sector from global to local levels – and bridge the knowledge gap within and between them. Therefore, the Anticipation Hub is aiming to develop learning modules for Anticipatory Action. The learning modules are mainly targeting interested stakeholders on anticipatory action within national government agencies, who are from various technical, professional, and educational backgrounds.

Responsibilities and duties

  • Anticipation Hub

The Anticipation Hubwill support the consultant with necessary working material/documents. It will support the consultant in the setting up of contacts and arrangement of first meetings with stakeholders.The Anticipation Hub will cover the travel costs for the consultant (travel, accommodation) according to and in line with proper invoices and documentation if travel to Berlin is required and beforehand agreed.The service will be provided by the Anticipation Hubteam. All communication to partners and stakeholders will be coordinated closely with the Anticipation Hub Partnership and Learning Manager.

  • Consultant

The consultant shall lead and coordinate the work on the expected outputsand shall request inputs/contributions from the Anticipation Hubcolleagues and partners. The consultant shall take care thatthe relevant actors actively take part in the process and that their views and expertise are considered in the outputs. The consultant has the responsibility to revise drafts, based on comments from the Anticipation Hub.The consultant is always expected to work in close coordination with the team at the Anticipation Hub.

Reportingand invoicing

The Anticipation Hubwill analyse and discuss the outputs with the consultant before the final payment of the consultant contract is approved. Allfinal deliverables will be approved by Shona McCulloch (Anticipation Hub Partnership and Learning Manager).

At the end of each month, the consultant will submit a brief report (max. 1 page)on progress on the different deliverables, challenges encountered, and inputs/assistance required.

The report should be accompanied by a list of days worked (detailing the content of the work for each day in a bullet point) and a corresponding invoice.The payment of the invoice for the final working month of the assignment will correspond to the final payment.

Quality and ethical standards

The consultant should take all reasonable steps to ensure that the coursecontentreflects up-to-date scientific standards, that the pedagogical approach is evidence-based, that the course materials meet accessibility standards, and to ensure that the development process is inclusive, technically accurate, reliable, and legitimate, conducted in a transparent and impartial manner. Any data collected mustbe safeguarded, respecting existing data security rules, to protect the rights of the individual.

Consultant profiles

The consultant should meet the following criteria:

Obligatory:

  • Advanced university degree in communications, education or thematically relevant area (disaster risk reduction, climate change adaptation, development, humanitarian assistance).
  • 1-5 years postgraduate, progressively responsible job-related experience in communications, teaching, humanitarian or development programmes, workshop/event organisation, and/or digital media, preferably in a relevant area.
  • Knowledge and understanding of anticipatory action programmes, and organizations participating in the anticipatory action agenda.
  • Experience in designing and facilitating workshops.
  • Experience in the production of interactive blended learning materials.
  • Excellent analytical, writing, organizational and communication skills.
  • Ability to coordinate, communicate with, and lead co-design processes including multiple stakeholders.
  • Excellent written and spoken English.
  • Excellent time and project management skills.
  • Ability to solve problems while working under pressure.

Preferable

  • Knowledge/experience of the Red Cross Red Crescent Movement desirable.
  • Knowledge of humanitarian assistance, international developmentand the UN system is an advantage.
  • Other UN languages (particularly French, Spanish and Arabic) useful.

The submission of the offer must be protected with a password, which should be attached to the
e mail. Offers that are not provided with a password can unfortunately not be considered.

Tenderers must raise questions to Shona McCulloch at s.mcculloch@drk.de copying anticipation hub@drk.de no later than 4 working days prior to the deadline for submission of quote, extension of the deadline is not feasible for requests received after this date.

GRC reserves the right to continue further communication after submission of quotes via a combination of media (e.g. post, email, phone).
