The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

International Project Delegate (m/f/d), Iraq

GRC is currently seeking a International Project Delegate (m/f/d) in Iraq to support the implementation of a project funded by the Federal Ministry for Economic Cooperation and Development (BMZ) with our partner, the Iraqi Red Crescent Society (IRCS). The project has a focus on creating livelihood opportunities through Cash for Work, Business Grants, and vocational training, increasing food security and promoting communal social cohesion. The delegate is expected to provide technical support in the implementation of the livelihood activities to IRCS and GRC team. The project locations are at Sinjar and Talafar districts of Nineweh governorate. Based in Mosul or Baghdad, the Project Manager is supported by an international team of delegates and local staff under the line-management of the Head of Office. This is an unaccompanied international delegate position with regular Rest and Relaxation (R & R). Please note that issuance of visa is a requirement.

Starting date: asap, preferably November 2023

Duration: 18 months (extension to be determined)

Location: Baghdad, Iraq with regular field trips to project areas in Sinjar and Talafar. (The aim is to move to Mosul as soon as conditions allow.)

Main duties & responsibilities:

  • Ensure planning, implementation and MEAL of all activities and program components of the GRC in Iraq together with IRCS
  • Jointly with the IRCS, adjust and implement the livelihood and community-based activities of the project in Iraq according to the needs and vulnerabilities, taking carefully into consideration a comprehensive approach to the activities
  • Provide regular project reports for internal and external use, including visibility in the project activities
  • Ensure that project funds are being used and reported against in compliance with GRC and donor regulations
  • Represent the GRC in coordination networks and meetings
  • Provision of technical and managerial support, objective setting, performance management and personal development of Project Officers of national team
  • Develop new project concept notes / proposals
  • Support the GRC Head of Office in tasks related to the GRC operations, strategy, security and human resources management according to need

Required Competencies & Skills:

  • At least 3 years of experience in the management of community-based projects in an emergency, recovery or development context, with particular focus on livelihood
  • Proven experience in project and budget management and in relevant sectors / response modalities e.g. CVA, capacity building, livelihoods etc.
  • Proven Experience working with local partners; previous experience of working within the Red Cross / Red Crescent Movement is a strong asset
  • Proven Experience in MEAL and reporting, including beneficiary communication, complaint mechanisms, beneficiary selection
  • Excellent communication skills, problem-solving skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner
  • Willingness to work in a complex, insecure and dynamic environment and awareness and acceptance of the risks associated with this mission
  • Experience in managing donor funded projects (preferably BMZ, German Ministry of Foreign Affairs, EU ECHO)
  • Ability to work independently and as a team member with high cultural sensitivity, underpinned by substantial working experience in foreign contexts
  • Oral and written fluency in English is a requirement; German and/or Arabic language is a strong asset
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • Valid driving licence

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accomodation provided by GRC (ICRC guest house). In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service and Rest and Relaxation (R&R) are included in your assignment.
