The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.

GRC is currently seeking a Programme Coordinator for the MENA region.

Since the beginning of the Syria Crisis in 2011, the German Red Cross works in close cooperation with the respective Host National Societies and other members of the RCRC-Movement in numerous countries of the Middle East. The delegate will coordinate the implementation of projects related to the Syria crisis in Syria, Lebanon, Jordan, Turkey and Iraq with a focus on quality assurance and regular coordination with all relevant actors.

Depending on the needs in the different countries and the strategies of the respective National Society, projects range from immediate life-saving interventions to longer term support of refugees, IDPs and vulnerable host communities due to the protracted nature of the Syria crisis. In these projects, cash transfer programming is more and more chosen as the most effective modality. An overarching aim of all projects is to strengthen the capacities of the RC/RC Society in the respective countries and to maintain close coordination and cooperation with all relevant partners of the RC/RC-movement.

Duration: 12 months (with an option for renewal)

Location: Beirut / Lebanon
Responsibilities and Tasks:

Programme Coordination

  • In collaboration with the respective National Red Cross / Red Crescent Societies and the respective Delegates:

  • Ø Monitor the programmes according to agreed budgets and plan of actions;

  • Ø Render technical and managerial advice if needed;

  • Ø Upon request support/facilitate trainings;

  • Ø Assist in procurement and reporting requirements;

  • Ø Provide guidance to delegates regarding strategic direction of country based programming;

  • Follow-up sector related developments and if requested assist in the identification of new activities (within the individual framework of country strategies and given standards) and support in developing project proposal for donor submission (EU, German Govt. and others);

  • Support the Regional Representative in the development/design of further programme strategies where appropriate in collaboration with the respective delegates and partners.

Quality Assurance

  • Ensure effective design and implementation of GRC’s intervention;

  • Review project proposals and other relevant documentation to ensure high quality standards and compliance with corporate policies, strategic objectives and guidance;

  • Provide coherent and effective quality control instruments in close coordination with the respective delegates;

  • Support project accountability through establishing appropriate feedback and response mechanism to answer questions, and address beneficiaries’ complaints;

  • Track and ensure that cross cutting issues (i.e. gender) are integrated in the programmes.

Overall responsibilities

  • Ensure compliance of the projects with policies, strategies, guidelines and standards of the Movement;

  • Support the project delegates in coordination and collaboration with the various partners; participate in relevant interagency meetings as applicable;

  • Carry out regular monitoring field visits and share related progress and situation reports;

  • Initiate and participate in project evaluations / reviews and assist in the preparation of annual budgets and activity plans if requested;

  • Guarantee systematic project monitoring;

  • Overview donor information and reporting.

Required Skills:

  • At least 5 years of experience in the field of emergency relief and development projects;

  • Solid programmatic, financial and organisational planning skills;

  • Proven experience in monitoring, evaluation and quality assurance;

  • Previous experience of working for the Red Cross / Red Crescent Movement and proven experience in working closely with a National Society;

  • Excellent communication and conflict resolution skills;

  • Experience in managing a team of expatriate and local staff;

  • Experience in working with different donors (German Ministries, ECHO, DEVCO etc.);

  • Proven experience in cash transfer programming as an asset;

  • Readiness to work in remote areas;

  • Ability to work independently and as a team member;

  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;

  • Readiness to go on assignment without partner;

  • Oral and written fluency in English, any additional language (especially German and/or Arabic) is of advantage;

  • Ability to work effectively in multi-cultural environments;

  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'.

GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. We provide a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight withing a 12-month period of assignment and medical check-ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission.
