The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Funda-mental Principles of the Movement: Humanity,Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabili-tation and capacity building projects internationally on appeals of their sister organisations within the Movement.

To coordinate GRC project activities in close cooperation with the Yemen Red Crescent Socie-ty (YRCS) mainly in the fields of Relief and Health, GRC is currently seeking an experienced Programme Coordinator. The Programme Coordinator will be based mainly in Sana’a with field visits if the security situation allows it. If security situation does not allow a presence in Yemen, an office structure is also available in Djibouti for remote management.

Program Overview :
The mission of the Yemen Red Crescent Society (YRCS) is to improve the life and wellbeing of the Yemen people, within the difficult political and social context, by providing a range of humanitarian services, particularly relief, first aid, health care and social services. GRC will strive to support its Sister Society where possible – through collective fundraising and program planning, exchange of expert knowledge etc.

Poverty and vulnerability in Yemen are deep-rooted and persistent. The overwhelming majority of the population suffers from a lack of access to the basic necessities of life - health and edu-cation; up to 50 per cent of the population has no access to basic health services while the literacy rate for women is as low as around 30 per cent. Yemen ranks 160st out of 188 coun-tries on the Human Development Index.

In addition to the precarious situation, Yemen is recurrently affected by conflict and non-conflict disasters. Since 2014 the ongoing armed conflict continues unabated. By 2017 it has caused over 170.000 people to flee the country and over 3.1 million people have been dis-placed inside the country. In addition, thousands of people have been injured and killed, among them many civilians. By now, the conflict has spread to almost all governorates of the country. Mediation efforts to end the conflict have, as of yet, not produced the desired results. The conflict has devastating consequences for the country and its population. Large parts of the infrastructure are being destroyed, access to basic goods and services is largely disrupted. 14,1 Mio. people are food insecure, with 3,3 Mio. people acutely malnourished.

Furthermore, Yemen is exposed to natural disasters. Floods and landslides lead to death, de-struction and displacement on a regular basis, while the country’s situation in a seismically active zone causes major concern. Cyclone warnings are issued from time to time. Another major problem, albeit one that attracts fewer headlines, is the disproportionate number of traffic accidents every day on Yemen’s roads.

Duration: as soon as possible – 31.12.2018 would possible extension
Location: Yemen and Djibouti (depending on access and security clearance)

GRC security set up in Yemen is coordinated by the International Committee of the Red Cross (ICRC) and the situation is monitored on a daily basis.

Responsibilities and Tasks:
The overall terms of reference for the Programme Coordinator Yemen will be to:

  • Manage GRC operations and cooperation activities, in accordance with approved plans, regulations and policies;
  • Manage GRC office, including HR/line management as well as financial and logistical procedures;
  • Development of GRC strategy in Yemen and securing of new funds;
  • Pursue an excellent and well established relationship with YRCS;
  • Represent the GRC with the Yemen Red Crescent Society (YRCS) and other partners in the Red Cross/ Red Crescent Movement, national authorities, international and na-tional organizations, donor organizations, German embassy/representatives, as well as national and international media;
  • Provide analysis and guidance on the YRCS and Red Cross Movement’s partners’ ca-pacities and competences.
  • Observe and analyze information regarding sudden and slow onset crises and armed conflicts in Yemen. In case of an emergency, provide the GRC HQ in Berlin as well as GRC Regional Office in Beirut regularly with relevant information;
  • Through ongoing assessments of the situation, collect all relevant information to enable GRC to submit application for funds where suitable and provide strategic guidance to the development and composition of the German Red Cross portfolio in Yemen in gen-eral;
  • Develop new project concept notes/ proposals in accordance with the strategic plans and contribute to the application process various suitable donors (such as German MoFA, BMZ, EU);
  • Monitor and follow up the activities through regular field trips as security situation allows; Facilitate dialogue between different stakeholders;
  • Coordinate and collaborate with other movement partners;
  • Provide reports to the donor and GRC (according to the relevant agreements);
  • Security Management in line with ICRC CAA; As Security focal point, maintain close coordination with ICRC and other relevant stakeholders and report and inform GRC Regional Office and GRC HQ accordingly;

Precise work tasks and locations can vary, depending on the actual situation on the ground, on future rehabilitation work of GRC in Yemen and the outcome of the movement coordination process.

Required Skills:

  • At least 5 years working experience in the field of Development Projects in protracted crises and/or Relief and Disaster Management;
  • Technical background in relief, health, food security and / or livelihoods, preferably in the MENA region or a similar context;
  • Operational M&E skills;
  • Proven leadership and management experience;
  • Knowledge in on the job capacity building and organisational development is an asset;
  • Professional reporting and proposal writing skills; solid experience with donor-funded projects and working with different donors;
  • Relevant skills on financial controlling and monitoring for sufficient grants management;
  • Excellent communication and negotiation skills (oral and written);
  • Experience in an advisory and coaching role, ability to facilitate trainings;
  • Experience working with local partners;
  • Experience of working for the Red Cross / Red Crescent (preferably);
  • Readiness to work in uncertain set up (rotation Yemen - Djibouti) and experience in working in a difficult and volatile security situation;
  • Ability to work independently and as a team member;
  • Readiness to go on assignment without partner;
  • Oral and written fluency in English is required. Advanced knowledge of German and Arabic language skills are an asset;
  • Ability to work fast and effectively in a multi cultural environment;
  • Excellent physical and mental health with the ability to complete a thorough medical screening process;
  • Flexibility and a high motivation for this post are fundamental.
  • Valid Driving Licence

GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for resi-dence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight within a 12-month period of assignment and medical check-ups before and after your mission. Before your assignment you will benefit from a comprehen-sive training package and receive briefings prior as well as during and after your mission.
