Polish Humanitarian Action (PAH) is a non-governmental organization employing people who want to make the world a better place. For over 20 years, we have been providing relief in big and small emergencies worldwide alongside with running missions in several countries in crisis. Our interventions of both humanitarian and development character have been carried out in 49 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Shelter, Nutrition and Education. PAH in Somalia

Polish Humanitarian Action (PAH) has been operating in Somalia since 2011 with a priority given to the most vulnerable beneficiaries and locations with highest needs - large IDP settlements until 2015 in Jowle (Puntland) and Mogadishu, since 2015 in Banaadir, Afgoye and Jowhar districts.

Since March 2016 PAH has been implementing WASH/FSL project financed by ECHO. Our primary focus is to provide comprehensive WASH assistance especially access to safe drinking water by upgrading the capacity of existing crucial water points and direct provision of water, constructing safe, communal latrines and carrying out hygiene promotion activities to improve the understanding of health impact of safe hygiene and provide means for its practice; while to address FSL needs vulnerable families are targeted with cash assistance.

Who PAH is looking for:

PAH in Somalia is looking for a MEAL Coordinator.The postholder will have following aims and responsibilities:

AIM: Lead the monitoring, evaluation duties and assist-in in accountability and learning processes on the mission.

  1. Lead implementation of the ethical principles in all MEAL processes on the mission.

  2. Draft and regularly update MEAL workplans and data collection plans on the mission.

  3. Support HoM, HoP, program teams in developing accountability mechanisms, including the complaints and feedback handling process and assist in analysis.

  4. Promote and strengthen the understanding of the importance of MEAL within the organization.

AIM: Ensure technical, programmatic or strategic consultancy in MEAL assignments to the program personnel on the mission.

  1. Provide input to project proposal, review the logframe and the logic of intervention. Review project budget to ensure implementation of adequate high quality monitoring.

  2. Set up an adequate monitoring and evaluation system applicable for the whole programme(s) and draft M&E plan for each and every project according to general PAH M&E strategy and projects requirements.

  3. Ensure implementation of high quality MEAL process and ensure delivery of adequate MEAL products on the mission

  4. Plan, prepare, organise and conduct monitoring and evaluation activities for all projects (including baseline and end-line surveys, Post Distribution and Post Intervention Monitoring, mid-term and post-project evaluation etc.) and provide support to external evaluators as required.

  5. Analyse existing monitoring and evaluation tools and generate new ones if need arises.

  6. Implement electronic, mobile data collection systems in the M&E or MEAL processes.

  7. Manage and supervise M&E team on the mission to ensure they deliver on all internal and external MEAL requirements in a timely manner and with high quality information.

  8. Fully implement the PAH M&E system, accountability and quality improvement measures on the mission.

AIM: Support internal learning, capacity building and facilitate quality improvement in relation to MEAL data

  1. Carry out or assist in trainings, learning events and contribute to M&E team members capacity development, including trainings for enumerators and M&E officers.

  2. Share knowledge and experience in MEAL and program-related knowledge based on MEAL activity.

AIM: Verify, consult, participate and assist in establishing appropriate M&E structures and division of roles on the missions. Lead the personnel and teams responsible for MEAL processes, manage personnel in tasks related to MEAL processes

  1. Review existing structure dedicated for MEAL. Assess the workload and the number and performance of M&E/MEAL employees.

  2. Perform other tasks and activities necessary to reach the broad aims for this position.

What PAH requires:

  • At least 2 years experience in humanitarian projects or programmes;
  • At least 1 year experience on similar position in M&E, MEAL tasks and assignments;
  • At least 1 year experience in leading/coordinating the team;
  • Higher education, at least Bachelor degree in related field;
  • Excellent skills in oral and written English is a must;
  • Strong analytical skills / experience in quantitative research and statistics;
  • Strong focus on results;
  • Good skills in remote management;
  • High intercultural sensitivity and competencies;
  • Strong skills in communication;
  • Ability to share knowledge with team members;
  • Excellent understanding and sensitivity in relation to humanitarian principles;
  • Excellent IT skills, including data collection and analysis tools and Microsoft Office package;
  • Excellent skills in oral and written Somali are desirable;
  • Knowledge of IT software such as Kobo, IformBuider, SPSS or other relevant is an asset;
  • Knowledge and experience in projects in WASH, Shelter, NFI and FSL sectors is an asset.
