The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity,Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.

GRC is currently seeking a Project Manager Finance and Administration.

Program Overview :

Since 2013 GRC is part of a Consortium, supporting the Iraqi Red Crescent Society (IRCS) in the development of a 5 year strategy ‘together as one’ and a Plan of Action to implement the strategy. Besides the strategy development, GRC has been supporting IRCS in its relief operations since September 2014.

The KRI (Kurdish Region Iraq) has received since the beginning of 2014 well over 800.000 IDPs and is still as well hosting around 247.000 Syrian refugees. Most of the IDPs are currently placed in the governorate of Dohuk with 454.000 people and an additional 100.000 Syrian Refugees.

Since the beginning of the conflict and the displacement in the North, the IRCS was engaged in relief operations. The GRC started supporting the IRCS in its relief activities in September 2014. A relief project, financed by the German Ministry of Foreign Affairs (AA) focused on addressing winterization, Shelter and First Aid needs of the affected population. The project finished by 30th April 2015. A follow-up project is currently being implemented. It started in June 2015 and is focusing on summerization, winterization and Cash Assistance amongst other components.

Duration: 15.02.2016 – 31.12.2016, with possible extension

Location: Dohuk, Northern Iraq

Responsibilities and Tasks:

The Project Manager Finance & Administration will be closely working with the Project Manager and Project Delegates in securing the overall financial and administrative quality (including the prevention of corruption and fraud) of the program and projects. He / She will ensure that the GRC Country Office finances, administration and standard operating procedures are applied and maintained, and where necessary, strengthened and improved. She / He will report directly to the Relief Program Manager in Dohuk/Iraq and Team “Finance and Administration” at HQ. Specific tasks will entail:

  • Ensure that the finances related tasks in the GRC offices in Iraq are running in line with all financial requirements from GRC and donor side
  • Ensure that all GRC staff (local and int.) in the field is using the finance Software in a proper way
  • Manage the finances of the GRC Country Office Iraq/Dohuk according to GRC rules and regulations
  • In terms of financial issues, supervise GRC Delegates and National Finance and Administration Officers and provide support and assistance in the financial and administrative management of projects (budgeting, reporting, accounting, application of GRC and donor regulations etc.) in the region / country
  • Ensure appropriate financial reporting (documentation monthly closure)
  • Monitor the project expenses of each project and support the GRC Delegates in preparation of budget amendments and new project budgets for project proposals in collaboration with the National Society
  • Strengthen the capacity of National Society finance staff and GRC Delegates on financial/admin management through technical support and training on: financial software, financial/admin rules and regulations, budget management and monitoring, and donor regulations
  • Cooperation with external and internal auditors
  • Coordinate and collaborate with NS, IFRC, ICRC and PNS in finance matter whenever require and appropriate
  • Administration of Human Resources of GRC national staff
  • Administration of the Project Office in Dohuk
  • Represent GRC and liaise with partners, including donors on financial matters
  • Promote Red Cross work and principles
  • Any other duties as assigned by the Project Manager Relief

Required Skills:

  • Academic training in economics and financial management
  • Proven experiences in bookkeeping/accounting, administrative issues and financial reporting of international development cooperations (minimum of 3 years work experience)
  • Ability to manage and control cash flow in multiple projects
  • Experience in managing institutional funds provided by the European Commission Mofa, BMZ and other governmental institutions
  • Excellent computer skills in MS office and common accounting software
  • Communication, management and training skills
  • Readiness to work under stress and in an international team
  • Cultural sensitivity and awareness and a good sense of humour
  • Knowledge of Red Cross and Red Cresent principles and readiness to adhere to them
  • Ability to work independently and as a team member
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Readiness to go on assignment without partner
  • Ability to work effectively in multi cultural environments
  • Excellent physical and mental health with the ability to complete a thorough medical screening process
  • Awareness and acceptance of the risks associated with this mission
  • Oral and written fluency in English, German or Arabic is a strong advantage

GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight withing a 12-month period of assignment and medical check-ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings prior as well as during and after your mission.
