Polish Humanitarian Action (PAH) is a non-governmental organization employing people who want to make the world a better place. For over 25 years, we have been providing relief in big and small emergencies worldwide alongside with running missions in several countries in crisis. Our interventions of both humanitarian and development character have been carried out in 49 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Shelter, Nutrition and Education. PAH in Ukraine
We have been present in Ukraine since 2014. One of our first projects targeted displaced single mothers with children in the Zaporizhzhia region. Under this project, we subsidized household budgets of more than 250 beneficiaries on a monthly basis, providing them with access to food, hygiene and medical supplies. This assistance is being continued on a larger scale. In Zaporizhzhia, we cooperate with a local organisation “Child Smile.” As part of the project, which was funded by the Polish Ministry of Foreign Affairs, we founded an Information Centre for IDPs and the local community, where social, legal, psychological and professional support is provided.
We also created a preschool point in Zaporizhzhia and Child Friendly Space in Berdiansk for the neediest residents and IDPs children in order to facilitate adaptation in new place and integration with local community.
PAH activities are closely coordinated with Protection and FSL clusters to efficiently provide aid to people in need.
PAH’s projects in Ukraine are funded by the GOAL, ECHO, Mercy Corps, OFDA, Australian Embassy and Polish Ministry of Foreign Affairs.
Who PAH is looking for:
PAH in Ukraine is looking for a Head of Operations.The person will hold the following responsibilities:
- Management of Operations Team (finance & accounting, HR, logistics & procurement, administration);
- Management of operational budget;
- Supervision of the financial and accounting processes in terms of their accuracy;
- Coordination of the logistical, HR and administrative necessities of the mission;
- Providing complete and accurate documentation of all operational processes;
- Solving operational issues reported by stakeholders (HQ, donors, programs);
- Continuation of improvement of operational processes;
- Administrative costs management and optimization;
- Management of the contracts;
- Ensuring operational compliance with internal procedures, donors requirements and local regulations;
- Cooperation with external auditors and supervision bodies;
- Writing monthly/quarterly/annual reports compatible with the guidelines; regular reporting to Head of Mission and HQ;
- Supporting the team when needed.
What PAH requires:
- Experience on relevant positions (Operations Manager/Director or Finance Manager/Director) preferably in non-government sector;
- At least 3 years of experience in managing operational processes within dynamic and challenging operating environments;
- Proven experience in team management, including different levels of subordination (managers, experts, specialists);
- Good understanding of accounting, procurement and finance procedures is a must;
- Experience in requirements & compliance management;
- Practical knowledge of HR and logistics processes will be a strong asset;
- Proven ability to manage a complex and demanding workload;
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
- Results orientation, strong organizational and problem solving skills;
- Highly developed interpersonal and communication skills;
- Excellent spoken and written English; ability to communicate – written and spoken Russian and/or Ukrainian;
- Very good knowledge of Microsoft Office tools;
- Knowledge of Microsoft Dynamics NAV (Navision) will be an asset;
- University degree;
Desirable:
- Strong financial background;
- Previous experience of working in Ukraine or other post-soviet country.
