What PAH is about:
Polish Humanitarian Action (PAH) is a non-governmental organization. For over 20 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 44 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Nutrition and Education. PAH in South Sudan:
Polish Humanitarian Action has been present in South Sudan since 2006. In order to emergency aid funded by European Commission (ECHO) and United Nation Office for the Coordination of the Humanitarian Affairs (CHF) PAH conducts water and sanitation activities (WASH) and distributes non-food items (NFI) to the most vulnerable people, especially IDPs. . Moreover, PAH implements WASH development projects in a cooperation with other donors.

Who is PAH looking for:
We are looking for a Head of Mission for our missions in South Sudan who will have the following responsibilities:

Program Management:

  • Monitoring and evaluating all PAH projects and suggesting optimizations
  • Ensuring the implementation of all PAH projects respects the signed agreements and internal PAH rules
  • Analyzing documentation related to the needs of the beneficiaries
  • Preparing project assessments and writing proposals for new projects
  • Providing information to the headquarters to help take strategic decisions

Collaboration:

  • Liaising with other NGOs and UN agencies working in the region
  • Maintaining good donor relations
  • Representing PAH in front of other NGOs, contractors and government agencies

Security:

  • Monitoring the security situation in the region and taking proper decisions according to PAH internal rules

Finances:

  • Overseeing all accountancy and financial reporting
  • Ensuring that the PAH budget policy is respected
  • Overseeing and planning the budget of the mission
  • Producing financial documents
  • Collecting information regarding local financial rules (taxes, accountancy, bank regulations)

Human Resources:

  • Overseeing the work of local and expatriate staff
  • Recruiting local staff and contractors
  • Monitoring qualifications of the local staff

Documentation:

  • Producing all needed documents
  • Signing all contracts with local staff and contractors
  • Keeping the Mission’s documentation up to date

What PAH requires:

  • University degree (esp. in management will be an asset)
  • Minimum 3 years in management/coordination (including security management in complex security situations, human resource management, understanding of financial accountability procedures)
  • Experience in Project Cycle Management and strong project management skills
  • Experience in representing the organization in front of local authorities as well as international donor agencies
  • Strong communication and presentation skills
  • Ability to work under pressure and to meet deadlines
  • Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms
  • Fluent written and spoken English
  • Good knowledge of Excel and Word
  • Driving licence
