The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. GRC assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.

GRC is currently seeking an experienced Delegate in the field ofDisaster Risk Reduction (DRR)/ Disaster Management (DM) for projects funded by the German Federal Foreign Office and GRC in the Philippines.

Duration: starting as soon as possible until December 31st 2018

Location: Manila, Philippines with frequent travel to project locations Capiz and Mindanao

Responsibilities and Tasks:

The Delegate is working under the leadership of the GRC Head of Office (HoO) in Manila and in close cooperation with the Philippine Red Cross (PRC) as the implementing partner, covering the key tasks and responsibilities set out below:

  • To manage the DRR projects on the basis of the individual agreed project documents, agreed project budgets and plans of actions
  • To ensure full compliance with GRC and back-donor requirements
  • To ensure effective and transparent preparatory assessments, planning, implementation and monitoring as required (project cycle management), correct allocation of financial and human resources and identification of needs, financial accounting/monitoring and timely reporting to GRC HQ and its back-donor
  • To coordinate activities and approaches with other National Societies working in the field of DRR
  • To liaise and maintain a close working relationship with different Government and Non –Government as well as scientific Institutions and civil society on DRR related matters
  • To support monitoring the security situation, maintain close coordination with ICRC and other relevant stakeholders and report to GRC Head of Office accordingly
  • To support GRC office in the follow up of sector-related and local developments, in needs assessment, programming, proposal writing and strategic planning, especially in Mindanao
  • To support relief operations when necessary

Required Skills:

  • Proven knowledge in Disaster Risk Reduction and Climate Change Adaptation as well as the linkages to relief, rehabilitation and development programmes ((minimum 2 years of experience
  • Strong project management skills, particularly PCM and participatory methods (minimum 2 years of experience)
  • Experience in conflict sensitive settings
  • Willingness to work in a complex and dynamic environment, awareness and acceptance of the risks associated with this mission
  • Proven experience in managing international donor funded projects, experience with the Federal Foreign Office is a strong asset
  • Proven strong reporting skills
  • Experience in cooperating with local organisations / capacity building
  • Knowledge of Red Cross / Red Crescent principles and willingness to adhere to them
  • Assertive, with high intercultural sensitivity
  • Very good written and oral English; knowledge of German is a strong asset
  • Excellent computer skills (Windows 7, spreadsheets, word-processing, databases, SPSS and other programmes)
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • Valid Driving Licence

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
