The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
GRC is currently seeking a** Project Manager in Capacity Building for
Peru/Ecuador/Colombia: **
Natural hazards pose a significant risk to the three project countries Peru, Ecuador and Colombia and will increase further in its frequency and intensity in the future. Already today, the increased occurrence of extreme weather events (heavy rain, drought, cold spells, storms, etc.) poses a major threat, especially to vulnerable groups. In addition, despite the strong economic development, a high number of people in these countries, especially in rural areas, continue to live below the poverty line and in vulnerable contexts, which makes them particularly vulnerable to natural disasters. In Colombia, the Red Cross faces the additional challenge of responding to the changing needs after the signing of the FARC-government peace agreement in 2016, and of adapting strategy and intervention lines to the new tasks in a post-conflict phase.
The project is aimed at the three National Red Cross Societies in Ecuador, Peru and Colombia, strengthening their capacities to fulfil their mission to provide indiscriminate assistance to those in need. The existing strategic development plans of the three Red Cross Societies will be used and selectively supported. While the project sets specific priorities in each of the three countries that meet their respective needs and levels of development, many of the planned actions will also strengthen cooperation at the regional level. Coordination networks are developed between the national companies involved in the project in order to develop regional solutions.
The development of conditions conducive to humanitarian action by volunteers is of great importance to civil society in general, but especially to the Red Cross, whose actions rely almost entirely on volunteers. It is essential to create a framework that guarantees the protection of the volunteers' work and has therefore become a concern of this project. Advocacy actions are designed to influence governments to create and / or improve the necessary framework for volunteer assistance.
Duration: starting as soon as possible for 3 years
Location: Lima/Quito with frequent travels to the respective other country and Colombia
Responsibilities and Tasks:
- Coordination and Monitoring of the project implementation in mainly Ecuador and Peru, as well as Colombia
- Provide overall leadership, management and technical guidance to ensure the achievement of project objectives and delivery of project outputs in close consultation with national stakeholders and partners in Peru, Ecuador and Colombia
- Liaising and maintaining a close working relationship with the NS, different Government departments, NGOs and civil society on behalf of German Red Cross, when appropriate, to ensure a smooth linkage between GRC and these organizations’ management;
- Perform regular financial and narrative reporting to GRC Headquarters in Berlin in accordance with donor/partner requirements and internal GRC regulations
- Advise and guide the National Coordinators in the respective countries for the result
Required Skills:
- Minimum 3 years of professional experience in working with the Red Cross and Red Crescent Movement and capacity building programs
- Ability to guide and support a National Society while promoting ownership and self-determined initiative
- Strong project management skills, particularly PCM and participatory methods
- Experience in implementing and managing donor funded projects
- Skills in negotiation and persuasion, advocacy and for mainstreaming new concepts and approaches
- Readiness to work in remote areas
- Ability to work independently and as a team member
- Knowledge of Red Cross / Red Crescent principles and ability and agreement to adhere to them
- Readiness to go on assignment without partner
- Oral and written fluency in Spanish and English, German is a strong asset
- Ability to work effectively in multi-cultural environments
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
- Valid Driving Licence
What we offer you:
You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
