The German Red Cross is part of a world-wide community assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the movement.

German Red Cross (GRC) together with its partner the Bangladesh Red Crescent Society (BDRCS) and in close coordination with other Red Cross / Red Crescent Movement partners is currently providing emergency relief services to the people displaced by violence from northern Rakhine state in Coxs Bazar in Bangladesh. GRC is planning to scale up its presence and services and seeking for a WaSH Delegate to be based in Cox’s Bazar. The WaSH Delegate is expected to support the implementation of GRC’s community-based WaSH activities and manage a donor funded relief project.

Duration: starting as soon as possible until December 31st 2018

Location: Cox´s Bazar, Bangladesh

Responsibilities and Tasks:

  • Ensure the implementation of a donor funded relief project with a strong WaSH focus
  • Support the implementation of GRC’s current and future WaSH activities in Cox’s Bazar
  • Produce adequate monitoring and project reports according to GRC and donor requirements
  • Carry out close financial management and budget control
  • Ensure communication, coordination and cooperation with communities, local authorities and all relevant stakeholders in the project area, incl. the technical coordination for WaSH
  • Conduct WaSH assessments and develop/refine GRC’s WaSH response strategy
  • Supervise the local project team and provide technical support to the GRC delegation
  • Facilitate knowledge sharing and capacity building within the GRC delegation and with partners with regard to WaSH
  • Support the identification and development of proposals to donors (e.g. ECHO, AA, BMZ)

Required Skills:

  • A minimum of 3 years of experience working in the field of WaSH interventions
  • Working experience with the Red Cross / Crescent Movement is a strong asset
  • Experience with donor funded projects (e.g. ECHO, AA, BMZ)
  • Strong project management skills, particularly PCM and participatory methods and profound knowledge and proven experience in M&E, incl. reporting
  • Sound financial management, controlling and monitoring skills
  • Ability to train and guide local staff and community volunteers (e.g. project planning, M&E)
  • Oral and written fluency in English, German language is a strong asset
  • Readiness to work in remote areas and to go on assignment without partner
  • Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences
  • Knowledge of Red Cross / Red Crescent principles with willingness to adhere to them
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • Valid Driving Licence

What we offer you:

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
