The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organizations within the Movement.
GRC is currently seeking an experienced Project Manager.
Overview:
Iraq is currently hosting over 245,000 Syrian refugees and is as well suffering from an enormous internal displacement crisis with over 3.3 Mio IDPs dispersed in the country. Since the beginning of the conflict in Syria and the IDP crisis in Iraq, the Iraqi Red Crescent Society (IRCS) was engaged in relief operations. The GRC started supporting the IRCS in its relief activities in September 2014. Currently in the implementation of the 3rd response project, financed by the German Federal Foreign Office (AA), activities focus on addressing emergency and seasonal needs (through CTP or in-kind), as well as the First Aid needs of the affected population. Additionally, this project has started to complement relief activities with community-based integrated program components to strengthen the resilience of communities and with enhanced Capacity Building measures for IRCS. This project will continue until June 2018. Assessments and planning activities for new projects are currently ongoing, which will determine the nature and location of this position from July onwards.
Duration: starting March 2018 until 31.12.2018; likely extension depending on funds
Location: Erbil, Northern Iraq (with travel to other regions of Iraq,); the location may later be shifted to Ninewa, depending on operational needs
Responsibilities and Tasks:
The Project Manager will be responsible to ensure support, guidance, and quality control for the planning, implementation and M&E of all activities and program components of the GRC intervention in Iraq. Specific tasks will entail:
• Jointly with the IRCS, adjust and implement the relief activities (using cash- and/or in-kind distribution modalities) of the response program in Iraq according to the needs and vulnerabilities, taking carefully into consideration a comprehensive approach to the activities. Special attention needs to be paid to the following aspects:
o Beneficiary selection (potentially including database management)
o Beneficiary communication / accountability
o Post Distribution monitoring and continuous re-assessment of selection criteria and processes
o Alignment of activities and project approach with other stakeholders active in CTP & relief to ensure smooth implementation and a do-no-harm approach. • Jointly with the IRCS, expand on community-based integrated program pilot. Guided by a thoroughly community-based approach, special focus has to be placed on the following tasks:
o Plan, conduct and analyze a participatory Vulnerability and Capacity Assessment (VCA)
o Capacity Building for community members
o Develop Community Plans of Action (CPOA)
o Monitoring & Evaluation • Monitor and follow up all relevant activities through regular field trips
• Report project progress internally and to external donors
• Continuously follow new developments in CTP, relief, livelihoods, shelter and community-based integrated programming and adjust approaches if necessary or beneficial for the project
• Represent the GRC with IRCS and other partners in relevant clusters and networks;
• Maintain a cooperative working relationship with the host National Society (IRCS) providing guidance and support in the development of capacities, quality assurance, management and reporting, in relation to all areas GRC is active in.
• Coordinate and collaborate with other movement partners as well as all relevant humanitarian and other actors
• Contribute to internal and external communication about the project and the context in general, including visibility in the project activities
• Develop new project concept notes/proposals and contribute to the application process to the German Federal Foreign Office (AA), German Ministry for Economic Cooperation and Development (BMZ), EU, and other donors
Required Skills:
• At least 3 years’ experience in the field of emergency relief, humanitarian aid, and/or recovery, with particular focus on community-based integrated programming
• Proven experience in relevant sectors / response modalities e.g. CTP and in-kind distributions in an emergency context, capacity building, livelihoods, shelter, etc.
• Experience working with local partners
• Experience in M&E and reporting, beneficiary communication, complaint mechanisms, beneficiary selection
• Excellent communication skills, problem-solving skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner
• Previous experience of working for the Red Cross / Red Crescent Movement as an asset
• Willingness to work in a complex and dynamic environment
• Awareness and acceptance of the risks associated with this mission;
• Experience in working with different donors (preferably German Ministries, ECHO, etc.);
• Oral and written fluency in English is a requirement; German and/or Kurdish and/or Arabic is a strong asset
• Ability to work independently and as a team member
• Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
• Ability to work effectively in multi-cultural environments
• Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
• Valid Driving Licence
What we offer you:
You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
