What PAH is about:

Polish Humanitarian Action (PAH) is a non-governmental organization employing people who want to make the world a better place. For over 25 years, we have been providing relief in big and small emergencies worldwide alongside with running missions in several countries in crisis. Our interventions of both humanitarian and development character have been carried out in 49 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Shelter, Nutrition and Education. PAH in Ukraine:

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, the elderly and single mothers, working in the sectors of food security and protection. PAH is expanding programming from emergency humanitarian assistance to early and long term recovery interventions that provide sustainable livelihoods opportunities to the affected population.

Who PAH is looking for:

PAH in Ukraine is looking for a Head of Programmes who leads and supervises overall program interventions of PAH in Ukraine with the specific responsibility for development of early recovery and development oriented programs. Head of Programmes is responsible for defining PAH’s programmatic strategies in the country. In close cooperation with the Head of Mission and HQ Head of Programmes, the Head of Programmes engages in development of long term strategy which focuses on transition from emergency humanitarian assistance to early and long term recovery, development interventions.

As part of the transition process, gradual nationalization of key management positions is also envisaged. Hence, the incumbent will be tasked, among other duties, to prepare solid ground for smooth handover of the position to a high-calibre national staff.

The person will hold the following responsibilities:

  • Support the Head of Mission in the management of the mission program and participate in senior management meetings and contribute to strategic decision making;

  • Define the common approach and standards for programmes and monitor their coherent application;

  • Supervise the timely and effective implementation of all programme activities as well as use of budget and other resources enabling synergies in the programmes;

  • Develop programme budgets in consultation with program and finance staff;

  • Coordinate the overall mission funding processes which includes support for developing funding strategies for future development in line with program and mission strategies;

  • Lead the development of new proposals and concept notes;

  • Initiate and maintain network among current and prospective donors and key stakeholders to actively seek funding opportunities;

  • Undertake monitoring visits to program areas and provide feedback to managers and staff; act as primary focal point for donor field visits;

  • Effectively cooperate with various departments on the Mission and HQ level;

  • Lead the Programme team, i.e. selecting, assessing performance, motivating, establishing supporting relations and developing project staff;

  • Contribute to information flows to and from the field sites, including updates into and from Clusters, Coordination and other relevant meetings;

  • Ensure appropriate levels of technical assistance and capacity building is provided to local implementing partners and that local partners are involved in capacity building and trainings organised by PAH or other organisations as relevant.

What PAH requires:

  • Diploma in humanitarian or development studies, international relations or other relevant field;

  • At least 2-3 years in similar senior positions (Head of Programmes, Programme Coordinator, etc.);

  • Minimum 5 years of relevant NGO experience national/international in complex development context and emergencies; proven experience with early recovery and development programs;

  • Proven experience in management, fundraising, project development and donor liaison (documented successes in applying and securing institutional funds, e.g. from OFDA, UN, ECHO, etc.);

  • Knowledge of institutional donor environment, proposal/concept note development and external communications;

  • Fluent English (written and spoken) with excellent writing and communication skills;

  • Good knowledge of spoken Russian and/or Ukrainian desirable;

  • Previous experience from the region desirable;

  • Self-starting and result-oriented profile;

  • Good organizational and prioritization skills;

  • Critical analysis and problem solving skills.
