Polish Humanitarian Action is looking for a MEAL Manager in Turkey / Syria

What PAH is about:
Polish Humanitarian Action (PAH) is a non-governmental organization. For 25 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 44 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Nutrition and Education. PAH in Turkey/Syria:
We have been operating in Syria since 2012 and in 2013 established a permanent mission there, providing humanitarian aid in the provinces of Idlib and north Hama. One of the mission’s chief objectives is to provide help to internal migrants who are fleeing from the conflict in search of safe shelter.
Since the establishment of PAH’s mission in Turkey/Syria, we have worked with a variety of partners through a diverse funding portfolio. Partnering with local NGOs, iNGOs, UN agencies, institutional donors, local leaders and regional administrations, PAH has been continuing to provide efficient humanitarian aid. We have been implementing projects from FSL, Education and WASH sectors, funded by HF OCHA, FFP WFP, NCA and other donors.
PAH’s current activities in Turkey/Syria include:
swift reaction to humanitarian crisis in Syria;
delivering food kits and hygiene NFI to vulnerable households;
building and renovating water and sanitation infrastructure;
providing a solid waste management system;
organizing cleaning campaigns and hygiene promotion activities;
distributing cash vouchers for agricultural inputs;
conducting agriculture and livestock production trainings;
offering transportation to school for refugee children;
improving quality of all actions, assuring more adequate humanitarian response following humanitarian standards and requirements of local communities.
Who PAH is looking for:
PAH in Turkey/Syria is looking for a MEAL Manager. The person will hold the following responsibilities:
Lead the Monitoring & Evaluation duties and assist in accountability and learning processes on the mission;
Set up an adequate monitoring and evaluation system applicable for the whole programme(s), draft and regularly update MEAL work plan for each and every project according to general PAH M&E strategy and projects requirements;
Ensure technical, programmatic and strategic consultancy in MEAL assignments to the programme personnel on the mission;
Plan, prepare, organize and conduct monitoring and evaluation activities for all projects and provide support to external evaluators as required;
Facilitate Programme Teams in developing quality standards;
Support internal learning, capacity building and facilitating quality improvement in relation to MEAL data;
Provide input to project proposal, review the logframe and the logic of intervention;
Review project budget to ensure implementation of adequate high quality monitoring;
Provide support in beneficiary selection and verification;
Implement electronic, mobile data collection systems in the M&E or MEAL processes;
Provide support in the development of a remote M&E systems and their implementation by all concerned;
Manage and supervise MEAL team and contribute to team members’ capacity development;
Support HoM, HoP and programme teams in developing accountability mechanisms;
Report to HQ in terms of Mission activities in timely manner.
What PAH requires:
Significant experience of undertaking a MEAL related role in a humanitarian context;
At least 3 years’ experience in NGO and humanitarian assistance sector;
At least 2 years’ experience in managing teams in humanitarian programmes or projects;
Proven experience in training and capacity building;
Strong monitoring and evaluation skills, including planning and participating in M&E tasks (minimum 1 year);
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
Ability to adjust to difficult and sometimes insecure working circumstances;
Excellent spoken and written English (skills in Arabic will be an asset);
Knowledge of IT software such as Kobo, IformBuilder, SPSS (knowledge of other relevant tools will be an asset);
University degree in social sciences or any relevant subject.
