The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.

GRC is currently seeking a Programme Coordinator for it’s projects in Lebanon.

As the Syria crisis moves into its eighth year, the resilience of both refugee families and the Lebanese population is being tested as resources are further dwindling and families become unable to meet their basic needs. Concerns are rising regarding the living conditions of refugees who are exhausting their savings and resources, as well as the situation of the Lebanese population that is hosting refugees in areas that already suffered higher poverty levels and low employment rates.
GRC implements a wide range of projects in Lebanon together with its partner national society, the Lebanese Red Cross (LRC).These projects include relief interventions for Syrian refugees and vulnerable host communities, structural support to LRC’s core services such as EMS and Blood Transfusion as well as long term, resilience oriented community work in regards to disaster risk reduction and disaster risk management.

One major challenge for local humanitarian actors such as the Lebanese Red Cross (LRC) is to keep balance between the continuous humanitarian needs on one hand and increasing donor fatigue, instable governmental structures and missing long-term strategies for the multiple effects of the Syria Crises on the other hand. The therefore needed strategic support on an operational level is one of the core tasks of this position.

Duration: starting mid of June for 12 months (with the possibility of extension)

Location: Beirut / Lebanon

Responsibilities and Tasks:

  • Ensure effective and qualitative program/project management of all GRC funded activities and programmes in Lebanon in accordance with the GRC strategy for Lebanon and approved plans and regulations
  • Support the review and update of the GRC strategy for Lebanon in close cooperation with your line manager and dedicated focal points from LRC on a regular basis (incl. identification of new activities for GRC’s support to LCR)
  • Provide technical and managerial support to concerned LRC teams to assess, plan as well as implement, monitor and report on the agreed project budgets and project plans-of-action, in accordance with the set out regulations and agreements
  • Give guidance and technical support on the operationalization of the CBDRM approach of LRC including the strengthening of integrated programming within the operational departments
  • Provide guidance and technical support to LRC processes upon request in close coordination with other Movement partners and relevant stakeholders
  • Follow-up sector related developments and if requested assist in the identification of new activities and support in developing project proposal for donor submission

Required Skills:

  • At least 5 years of experience in the field of emergency relief and/or development projects/programs including Disaster Risk Reduction, Disaster Management, Community-based approaches etc.
  • Proven experience in integrated programming and with multiple local stakeholders/sectorial teams
  • Experience in strategy development processes and organization development
  • Proven experience in monitoring, evaluation and quality assurance
  • Strategic thinking, hands on mentality and in depth understanding of the humanitarian system (preferably RCRC movement) and the meaning of “localisation”
  • Excellent communication and conflict resolution skills
  • Solid programmatic, administrative, financial and organisational understanding and skills
  • Previous experience of working for the Red Cross / Red Crescent Movement and experience in working closely with a National Society is an asset
  • Experience in working with different donors (German Ministries, ECHO, DEVCO etc.)
  • Working experience in the MENA region / Lebanon is an asset
  • Ability to work independently and as a team member
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Oral and written fluency in English, any additional language (especially German and/or Arabic) is of advantage
  • Ability to work effectively in multi-cultural environments
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • Valid Driving Licence

What we offer you:
You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
