The German Red Cross (GRC) is part of a worldwide community assisting victims of conflict and disaster and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

GRC is currently seeking a Head of Office / Country Representative (m/f). She/he will be responsible for the co-ordination and the overall management of all GRC supported projects in Bangladesh, the proper handling of funds and the supervision of all GRC delegates in country.

Place of assignment: Dhaka, Bangladesh
Beginning and duration of contract: October 15th, 2018. 12 months (with the possibility of extension)

GRC is supporting the Bangladesh Red Crescent Society (BDRCS) since many years in relief, rehabilitation and development programmes.
Currently GRC and BDRCS run developmental oriented joint programmes focussing on Disaster Risk Reduction and Climate Change Adaptation. The sectors of Community Based Health, WASH and Livelihood are key parts of these activities.

Key tasks and responsibilities:
Strategic direction

  • Further develop the GRC Country Strategy and further enhance GRC’s profile in Bangladesh
  • Identify funding opportunities and develop project proposals in line with GRC’s overall strategy
  • Monitor all relevant socio-political developments in country with a particular focus on the humanitarian sector and disaster management
  • In case of an emergency, gather information to enable GRC to collect funds and start actions as early as possible

Management and implementation

  • Ensure the implementation of GRC supported activities according to approved plans and budgets including assessments, planning, monitoring and reporting to GRC HQ and the respective back-donors
  • Further develop existing structures of the GRC country office efficiently, including HR, security, inventories, fixed and financial assets and other resources in accordance with approved budgets and following GRC guidelines and procedures
  • Ensure efficient and effective management of GRC resources and transparent financial management including allocation and verification of expenditures, budget monitoring, budget revisions according to GRC’s and donor standards and requirements
  • Ensure consistent communication and coordination between GRC country office and GRC NHQ as well as other GRC offices in the region
  • Security Management
  • Manage the national and international programme staff

Representation and networking

  • Represent the GRC at country level and maintain close cooperation with the RC/RC Movement, the Government of Bangladesh, the German Embassy, other relevant international and national agencies as well as donors and media
  • Explore possibilities for cooperation, funding, resource sharing and exchange of technical advice within the RC/RC Movement and with external partners
  • Pursue the well-established relationship with the BDRCS in order to consolidate GRC’s cooperation in disaster management and emergency relief coordination

Capacity building

  • Support the capacity building of the BDRCS through skill development of its technical personnel and/or volunteers, including project management, monitoring and evaluation, policy and strategy
  • Assist the BDRCS at national and chapter level in all GRC priority areas in the Bangladesh where appropriate

Required Skills & Experience

  • A minimum of 2 years of experience in a senior management position, including confirmed experience in leading and managing staff and teams
  • A minimum of 5 years of experience working in the field of disaster management and disaster risk reduction (preferably in Asia)
  • University degree in a relevant field
  • A minimum of 5 years of experience in Project Cycle Management (PCM) of complex emergency relief, recovery and development programmes and in managing large budgets
  • Profound experience with donor funded projects, e.g. ECHO, DEVCO, Federal Foreign Office of Germany, Federal Ministry for Economic Cooperation and Development (BMZ)
  • Excellent representation, negotiation and networking skills
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles, experience in working for the Red Cross / Red Crescent Movement is a strong asset
  • Oral and written fluency in English, German language is of advantage
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • Valid Driving Licence

What We Offer:
You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
