The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Funda-mental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Volun-tary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
Working Context:
Amid political turmoil that has been ravaging several countries in the MENA region, National Red Cross and Red Crescent Societies have focused much of their efforts on providing relief and support to communities affected. Many countries in this region are also exposed to natural and other human induced hazards, vulnerabilities and risks. Humanitarian needs by far exceed the capacity of states and non-governmental actors, requiring humanitarian organisations to focus simultaneously on responding to immediate needs and strengthening the resilience of communities and affected population. Yet “resilience” is not something that can be brought to communities – it requires a new mind-set that focuses on processes and mechanisms to ac-company, enable and connect vulnerable groups to manage or cope with complex challenges.
The overall objective of GRC projects in the MENA region is to strengthen respective relevant capacities of the RC/RC Societies based on the specific context and their individual needs– keeping in mind regional links, challenges and opportunities by maintaining a close coordination and cooperation with all relevant partners of the RC/RC-movement.
GRC is currently seeking a Programme Coordinator (m/f) for the MENA region.
The delegate will advise the design and implementation of various respective projects in Egypt, Lebanon, Libya, Morocco, Palestine and Yemen.
Duration: 12 months (starting October 2018)
Location: Beirut / Lebanon
Responsibilities and Tasks:
The role of the Programme Coordinator MENA is to ensure the knowledge management on regional level and its effective utilisation. The Programme Coordinator ensures that this is in line with the respective global and GRC policies; as well as National Societies’ development strategies.
Quality Assurance and Compliance:
- Support the country teams to ensure effective and targeted design and implementation of GRC’s intervention
- Review project proposals, reports and other relevant documentation to ensure high quality standards and compliance with relevant policies, strategic objectives and guidance (resili-ence marker)
- Provide coherent and effective quality control instruments and support their implementation in close coordination with the respective country teams
- Ensure the reflection of national and global policy / donor trends in the respective country strategies
- Track and ensure that cross cutting issues (i.e. gender, DRR, inclusion) are integrated in the programmes
Overall responsibilitie:
- Render technical and managerial advice and support / facilitate trainings
- Support the strategic direction of country based programming
- Proactively engage in knowledge exchange between the partner National Societies and other movement components and stakeholders
- Follow-up sector related developments and if requested assist in the identification of new activities (within the individual framework of country strategies and given standards) and support in developing project proposal for donor submission (EU, German Government and others)
- Ensure regional coordination and collaboration; participate in relevant movement and in-teragency meetings
- Carry out regular monitoring field visits and share related progress and situation analyses and reports
Competencies:
- Very good knowledge of the foundation and principles of the Red Cross and Red Crescent Movement
- Proactive and motivated to find suitable, innovative and creative approaches to ad hoc and/or strategic challenges
- Builds effective internal and external relationships, involves others when solving problems and treats others with consideration and respect
Required Skills:
- At least 5 years of practical experience in the field of relief, community development in protracted crises, countries in transition and development projects
- Solid programmatic, financial and organisational planning skills
- Proven experience in monitoring, evaluation and quality assurance
- Previous experience of working for the Red Cross / Red Crescent Movement and proven experience in working closely with a National Society is a strong asset
- Excellent communication and conflict resolution skills
- Experience in working with people from diverse backgrounds, demonstrating respect for, and understanding of, cultural differences
- Experience in working with donors (German Federal Ministries, DEVCO, ECHO etc.)
- Ability to work independently and as a team member
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
- Oral and written fluency in English, German and or Arabic is of advantage
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
- Valid Driving Licence
