The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
In Bangladesh, GRC is supporting the Bangladesh Red Crescent Society (BDRCS) since many years in relief, rehabilitation and development programmes.
GRC is currently seeking a Health Delegate/ Project Manager (m/f) to support a joint ECHO funded consortium project together with the Danish Red Cross and the Finnish Red Cross. The project focuses on primary health care facilities and smaller health units. , the task of the Health Delegate would be to ensure the proper implementation of the actions as well as good coordination with the consortium partners.
Duration: 6 months - Starting 1st of October 2018
Location: Cox´s Bazar, Bangladesh
Responsibilities and Tasks:
- Ensure the proper implementation of the actions as well as good coordination with the consortium partners;
- Provide technical support to GRC Component within a Health Consortium together with the Danish Red Cross, Finnish Red Cross and Norwegian Red Cross funded by ECHO under the ECHO Grant Agreement;
- Facilitate trainings/orientations for BDRCS staff and volunteers as well as for doctors and nurses within GRCs interventions on Health in Emergencies and CBHFA standards (including IEC materials);
- Provide technical support on Health sector to BDRCS Population Movement Operation and in particular BDRCS Unit in Cox’s Bazar;
- Facilitate technical coordination with BDRCS, IFRC FACT, ICRC, ISCG/Cluster/Sector System and other partners and stakeholders on Health sector;
- Support action plans and project proposals and modifications plans for possible external-donor interventions (PNS funding, ECHO);
- Liaise with all relevant partners including donors;
- Provide GRC regularly with relevant information through ongoing assessments of the situation to enable GRC to submit applications for funds as early as possible.
Required Skills:
- Minimum 3 years of professional experience in the field of Health / Public Health services;
- Strong project management skills, particularly PCM and participatory methods;
- Good understanding of key natural disaster risk reduction issues;
- Familiarity with the Early Warning Early Action agenda is an advantage;
- Experience in implementing and managing donor funded projects (German MoFA experience will be a strong asset);
- Minimum 3 years of experience working abroad;
- Skills in networking, negotiation and persuasion, advocacy and for mainstreaming new concepts and approaches;
- Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences;
- Experience in cooperating with local organisations / capacity building;
- Ability to train and guide community volunteers;
- Oral and written fluency in English; knowledge of German would be an asset;
- Excellent computer skills (spreadsheets, word-processing, databases and other programmes);
- Readiness to work in remote areas;
- Ability to work independently and as a team member;
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
- Readiness to go on assignment without partner;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
- Valid Driving Licence.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation/personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment.
