The German Red Cross (GRC) is part of a world wide community assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross / Red Crescent Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Red Cross / Red Crescent Movement.
GRC has a permanent office in Manila since 2008 and has ever since supported the Philippine Red Cross (PRC) with activities focussing on emergency relief & recovery, disaster risk reduction and disaster preparedness and on-going capacity building activities in several provinces across the Philippines.
Since Typhoon Haiyan struck the Philippines in November 2013 GRC has greatly expanded its project portfolio and established a complex recovery operation across four provinces in the Visayas region. In line with the Red Cross/Red Crescent Movement wide strategy, GRC is engaged in integrated programs aiming to enhance resilience focusing on components such as shelter, livelihood, water & sanitation, disaster risk reduction/climate change adaptation and capacity building. Apart from the recovery operation, GRC is currently also supporting PRC’s long-term development projects in the field of disaster risk reduction/ climate change adaptation and climate change adaptation and health. The Country Office currently consists of 17 international and 90 national staff.
Currently, we are seeking a Head of Office for the Philippines
Location: Manila, Philippines
Duration: starting June 1, 2016 for 24 months
Key tasks and responsibilities:
Strategic direction
- Further develop the GRC Country Strategy and further enhance GRC’s profile in the Philippines
- In line with the overall strategy, meet GRC’s requirements regarding possible and relevant donor calls and grant applications and monitor developments and opportunities of those donors, who have funding programmes in the Philippines. Identify and define further possible fields of intervention of GRC and contribute to the securing of funding thereof
- Monitor all relevant socio-political developments in country with a particular focus on the humanitarian sector and disaster management
Management and implementation
- Ensure the implementation of GRC supported activities according to approved plans and budgets and take responsibility for adequate preparatory assessments, planning, implementation and monitoring and timely reporting to GRC HQ and the respective back-donors
- Maintain and/or further develop existing structures of the GRC country office efficiently, including HR, security, inventories, fixed and financial assets and other resources in accordance with approved budgets and following GRC guidelines and procedures
- Ensure efficient and effective management of GRC resources and ensure transparent financial management including allocation and verification of expenditures, budget monitoring, budget revisions according to GRC’s and donor standard and requirements
- Ensure consistent communication and coordination between GRC country office and GRC NHQ as well as when necessary with other GRC offices in the region
Cooperation and funding
- Represent the GRC at country level and maintain close cooperation with the RC/RC Movement, the Government of the Philippines at the appropriate levels, the German Embassy, other relevant international and national external aid agencies as well as external donors
- Explore possibilities for cooperation, funding, resource sharing and exchange of technical advice within the RC/RC Movement and with external partners
- Pursue the well-established relationship with the PRC in order to consolidate GRC’s cooperation in disaster management and emergency relief coordination
Capacity Building
- Support the capacity building of the PRC through skill development of its technical personnel and/or volunteers, including project management, monitoring and evaluation, policy and strategy
- Assist the PRC at national and chapter level in all GRC priority areas in the Philippines where appropriate
Required Skills & Experience:
- More than 5 years of experience in a senior management position, including confirmed experience in leading and managing staff and teams
- A minimum of 5 years of experience working in the field of disaster management, disaster risk reduction and multi-sectoral programs (preferably in Asia)
- A minimum of 5 years of experience in Project Cycle Management (PCM) of complex emergency relief, recovery and development programmes and in managing large budgets
- University degree in a relevant field
- Profound experience with donor funded projects (e.g. ECHO, AA, BMZ)
- Knowledge of Red Cross / Red Crescent principles with willingness to adhere to them, experience in working for the Red Cross / Red Crescent Movement is a strong asset
- Oral and written fluency in English, German language is of advantage
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
What We Offer:
GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. The position is a family posting. Accommodation or a personal allowance to cover your accommodation will be provided. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight withing a 12-month period of assignment and medical check ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings prior as well as during and after your mission.
