United States of America: Individual consultant to undertake an analytical study on issues related to female police recruitment and retention in peace operations

In reference to the Secretary-General’s System-wide Strategy on Gender Parity, the Department of Peace Operations (DPO) Uniformed Gender Parity Strategy and the Police Division Gender Action Plan, a consultant is being sought to assist in undertaking an analytical study on issues related to female police recruitment and retention in peace operations.

Under the overall supervision of the Programme Management Officer on the Project on Unconscious Gender Bias Training on UNPOL Recruitment and Retention funded as part of the Elsie Initiative for Women in Peace Operations (Canada Elsie Initiative) and reporting to the Deputy Police Adviser as the Chair of the Police Division’s Gender Technical Task Force and in consultation with Police Division Chiefs of Sections in particular the Chief of the Selection and Recruitment Section, the consultant will complete the following activities covering the period of 1 January 2017 to 31 December 2018:

  1. Write an analytical study on seconded professional posts in Headquarters and the field by:

Undertaking a quantitative analysis of the recruitment of women: including the numbers nominated, shortlisted, invited for a written test, invited for an interview, selected and rostered for seconded professional posts and their extensions (P3 to D2) in the Headquarters and the field during the period indicated above and based upon the data provided by the Police Division’s Selection and Recruitment Section (SRS). The analysis should include the percentages of female candidates with regards the total applications received from both men and women.

  3. Undertaking a qualitative analysis of the issues related (and possible barriers) on the recruitment of women at each phase for seconded professional posts such as through interviews with Police Division staff and subject matter experts.

  4. Analysing the selection criteria within job descriptions (P3 to D2) to|identify criteria that may have any possible adverse effects on women and propose workable solutions.

  5. Developing a matrix that shows the above analyses, including providing graphic illustrations to visualize the results

  6. Provide recommendations on a data and monitoring mechanism for equal opportunities.

  7. Any other duties as required.

Tasks and duration of work

From 15 May to 15 August 2019, the consultant will be required to undertake the following tasks for a total of 90 days of work.

  • Data analysis, interviews and meetings: 75 days As per paragraph 2 Scope of Work including conducting research and providing quantitative and qualitative analysis.

  • Review and feedback: 15 days Collect feedback and organise meetings to review the analytical study and presentation of final findings and recommendations.

Required competencies

Work experience: Minimum seven years of human resource management including demonstrable experience of identifying and addressing overt and unconscious gender bias in staff recruitment and retention procedures (such as selecting, managing, evaluating and retaining diverse employees; analyzing job descriptions in view of identifying criteria that can have an adverse effect on women). In addressing these issues, experience working with the police or other law enforcement agencies is an advantage. Excellent analytical and drafting skills in English are required.

Minimum education requirement: Advanced university degree (Master's degree or equivalent degree) in human resource management, business administration, psychology, public administration, international relations, human rights, law, education, gender studies, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. **
