The UN Development Coordination Office (UN DCO) is the UN Office at the forefront of coordinating a collaborative contribution to the UN development system towards its achievement of the Sustainable Development Goals.
The position is located in the Strategic Partnerships Unit (SPU) of the Integrated Office of the Office of the Deputy Special Representative of the Secretary-General (DSRSG), Resident and Humanitarian Coordinator (henceforth the Integrated Office) for Somalia and reports to the Senior Development Coordination Officer, Strategic Planning and Head of Integrated Office.
Responsibilities
Assists with the provision of substantive support for strategic planning for and coordination of UN Country Team (UNCT) partnerships:
- Leads the Strategic Partnerships Unit in providing support and advice to the Federal Government of Somalia (FGS) on the functioning of the nationally-led aid coordination architecture under the multi-tiered Somalia Development and Reconstruction Facility (SDRF) and encourages, facilitates and supports UN engagement in SDRF structures;
- In support of the New Partnership for Somalia, supports drafting, revising, monitoring and reporting against benchmarks agreed by the FGS and the international community through the Somalia Mutual Accountability Framework (MAF).
- Supports the organization and execution of high-level aid coordination and partnership platforms, notably the Somalia Partnership Forums.
- Provides guidance on the development and implementation of the UN Partnership Strategy in alignment with and support of the UN Development Assistance Framework (UNDAF)/UN Strategic Framework (UNSF) in the country within the framework of the SDRF architecture;
- Coordinates the monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments;
- Provides analysis and recommendations on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures;
- Advises the DSRSG/RC/HC and UNCT on developing and implementing locally-tailored partnerships and resource mobilization strategies and initiatives;
- Plans and facilitates dialogues with partners to improve development assistance policies and practice;
- Conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions, to attract partners, both traditional and non-traditional.
Guides joint resource mobilization for the UNDAF/UNSF:
- Advises the DSRSG/RC/HC and UNCT on developing and implementing locally-tailored resource mobilization strategies and initiatives, and identifies appropriate data and benchmarks to measure progress and success;
Monitors, analyzes and enhances existing resource mobilization partnerships and relationships, including those with high net worth;
Plans and facilitates the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization;
Provides advice and guidance for the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment;
Strengthens the UN brand via events, media and public relations opportunities targeted to the diverse partners, in close collaboration with the UN Communications Group.
Plans and facilitates substantive support on financing for accelerating the achievement of the SDGs:
- Provides advice on financing for development options, instruments, modalities to the DSRSG/RC/HC and UNCT, in alignment with the Common Country Analysis (CCA), UNDAF/UNSF, MAPS (Mainstreaming, Acceleration and Policy Support) and similar processes;
- Analyzes trends and provides advice on new and innovative financing mechanisms for development and SDG acceleration;
- Prepares briefing papers and discussion points on issues related to financing for development for consideration by DSRSG/RC/HC and UNCT;
- Plans and facilitates engagements with external stakeholders - including the national government, international financial institutions and others - on financing for SDG acceleration;
- Guides the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs;
Conducts knowledge management and capacity development activities:
- Plans and facilitates the development, maintenance and sharing of knowledge and intelligence, to ensure DSRSG/RC/HC and UNCT are informed and positioned to effectively generate and harness opportunities to meet its resource mobilization targets;
- Contributes to knowledge networks and communities of practice at national, regional and global levels;
- Coordinates activities to strengthen the capacity of UNCTs to mainstream and promote SDG investment partnerships;
- Advises on the discovery, evaluation and selection of partnership opportunities at the sourcing and origination stages.

Education
- Advanced university degree (Master’s degree or equivalent degree) in business, public administration, environmental science, social sciences, finance or related area, is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressively responsible experience in strategic partnerships, project/programme management, or related area, is required.
Experience in managing a sizeable multicultural team at country, regional and global levels is desirable.
Field experience in development cooperation is desirable.
Experience in development planning and policy formulation in a development cooperation context is desirable.
Experience with inter-agency or inter-organizational collaboration in the development sector is desirable.
Experience in working with resource mobilization in middle income countries and/or in the region is an advantage.
Languages
Fluency in oral and written English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview
