The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
The German Red Cross is currently looking for an experienced Advisor for an organisational Capacity Building Project focusing on Disaster Risk Management (DRM) and Climate Change Adaptation (CCA). The donor-funded project aims at strengthening the institutional & technical capacities, structures and strategies of its partner, the Pakistan Red Crescent Society (PRCS), on national and provincial level in line with government structures and policies. Development of a DRM Policy, community-based resilience tools and a comprehensive organisational approach to Early Warning Systems constitute key deliverables of the project.
Duration: 14 months
Location: Islamabad, Pakistan
Responsibilities and Tasks:
- Project management of capacity building / institutional development project, incl. grant management , planning and management of project activities;
- Facilitate and lead the development of a PRCS DRM Policy;
- Provide technical support and back-stopping of project activities, exchange and coordination mechanisms to increase PRCS credibility vis-a-vis local and national authorities and other relevant stakeholders;
- Supervise and ensure adequate project documentation, regular financial and narrative reporting according to donor requirements;
- Coordinate project activities and requirements with all RC/RC Movement partners in Pakistan and beyond (National Societies, IFRC Climate Centre etc.);
- Act as technical mentor for local staff and volunteers.
Required Skills:
- Master’s degree in Disaster Management, International Development or similar field;
- At least 5 years working experience related to Disaster Risk Management and Climate Change Adaptation;
- Experience in urban DRM/DRR and Early Warning Systems;
- Experience in the use of GIS is considered an added advantage;
- Advanced experience in capacity building project design, concept note development and DRM-related funding proposals;
- Experience in managing donor-funded projects (e.g. German Government: AA & BMZ, DEVCO, DFID);
- Profound management skills implementing a comprehensive organisational development project;
- Proven skills in diplomacy, negotiation and facilitation of capacity building or OD processes
- Demonstrable facilitation skills to staff and volunteer motivation;
- Ability to work, live and travel in a challenging security environment with strict security guidelines;
- Ability to work independently and as a team member;
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
- Oral and written fluency in English, German language is of advantage;
- Ability to work effectively in multi-cultural environments;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
- Valid Driving Licence.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation/personal allowance to cover your accommodation. Accomponied posting might be possible. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment.
