The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises.
The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organizations within the Movement.
GRC is currently seeking an experienced Project Manager.
Overview:
Iraq's humanitarian context remains fragile after years of violent situations resulting in large population displacement. There are currently 370,000 internally displaced persons living in camps, 916,000 internally displaced persons living outside camps and 2.84 million returnees, according to the Humanitarian Response Plan 2020. Since the beginning of the conflict in Syria and the crisis in Iraq, the Iraqi Red Crescent Society (IRCS) was engaged in relief operations. The GRC started supporting the IRCS in its relief activities in September 2014. Currently in the implementation a response project, financed by the German Federal Foreign Office, activities focus on addressing emergency needs of the affected population. Additionally, this project complements the relief activities with community-based integrated program components to strengthen the resilience and DRR capacities with enhanced Capacity Building measures for IRCS.
Duration: 15.10.2020- 14.10.2021, 12 months (with possible extension)
Location: Dohuq with frequent travel to Erbil and other regions of Iraq.
Responsibilities and Tasks: The Project Manager will be responsible to ensure support, guidance, and quality control for the planning, implementation and M&E of all activities and program components of the GRC intervention in Iraq. Specific tasks will entail:
Jointly with the IRCS, adjust and implement the relief activities (using cash- and/or inkind distribution modalities) of the response program in Iraq according to the needs and vulnerabilities, taking carefully into consideration a comprehensive approach to the activities. Special attention needs to be paid to the following aspects:
Beneficiary selection (potentially including database management)
Beneficiary communication / accountability
Post Distribution monitoring and continuous re-assessment of selection criteria and processes
Alignment of activities and project approach with other stakeholders active in CTP & relief to ensure smooth implementation and a do-no-harm approach
To help on the implementation, jointly with the IRCS, of the IRCS’ Disaster Risk Reduction Plan/Strategy
Produce donor quarterly and final narrative reports and any project progress reports required for both internally and externally use
Ensure that project funds are being used and reported against in compliance with internal and external frameworks and guidelines such as GRC procedures, donor regulations and legal considerations
Continuously follow new developments in CTP, relief, livelihoods, shelter and community-based integrated programming etc.
Represent the GRC with IRCS and other partners in relevant clusters and networks
Objective setting, performance management and personal development of Project Officers following ICRC’s performance management policy
Maintain a cooperative working relationship with the IRCS
Coordinate and collaborate with other movement partners as well as all relevant humanitarian and other actors
Contribute to internal and external communication about the project and the context in general, including visibility in the project activities
Develop new project concept notes/proposals and contribute to the application process to various donors
Support the development of GRC’s country strategy for Iraq
Provide technical managerial support to Project Officers
Required Skills:
- At least 3 years’ experience in the field of emergency relief, humanitarian aid, and/or recovery, with particular focus on community-based integrated programming
- Proven experience in relevant sectors / response modalities e.g. CTP and in-kind distributions in an emergency context, capacity building, livelihoods, shelter, etc.
- Proven Experience in project and budget management
- Experience in community-based Disaster Risk Reduction as an asset
- Proven Experience working with local partners
- Proven Experience in M&E and reporting, beneficiary communication, complaint mechanisms, beneficiary selection
- Experience with community based integrated programming (VCA, CPOA, capacity building for community members)
- Excellent communication skills, problem-solving skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner
- Previous experience of working for the Red Cross / Red Crescent Movement would be an asset
- Willingness to work in a complex, insecure and dynamic environment
- Awareness and acceptance of the risks associated with this mission
- Experience in working with different donors (preferably German Ministries, ECHO, etc.)
- Oral and written fluency in English is a requirement; German and/or Kurdish and/or Arabic is a strong asset
- Ability to work independently and as a team member
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
- Valid Driving Licence
- Cultural sensitivity, underpinned by substantial working experience outside her/his home country
- Committed to prevent and combat any occurrence of bullying, intimidation, harassment, abuse and exploitation, including of sexual nature, in the workplace and with regards to recipients of aid

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment.
