The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
GRC is currently seeking a Country Manager (m/f/d) in Lebanon.
In alignment with the institutional strategy of and implemented by the Lebanese Red Cross (LRC), GRC currently supports a wide range of projects and programs in Lebanon. These projects include relief interventions for Syrian refugees and vulnerable host communities, structural support to LRC core services such as EMS and Blood Transfusion as well as long term, resilience-oriented community work in regards to disaster risk reduction and disaster risk management.
Duration: starting October 2020, 12 months (with possible extension)
Location: Beirut / Lebanon
Responsibilities and Tasks:
Representation/Partnership:
- Represent GRC and its support to operations in Lebanon towards the partner LRC and further develop the strategic partnership on all levels;
- Act as spokesperson for GRC in Lebanon towards the media;
- Establish and maintain a close cooperation and ensure regular liaison with other movement partners in country, as well as with INGOs, NGOs, donors and relevant governmental stakeholder at the appropriate levels;
- Identify and approach new partnerships and funding opportunities in close coordination with LRC, GRC MENA Office in Beirut and GRC HQ.
Programme/Strategy:
- Support the review of the GRC strategy for Lebanon in close cooperation with the Head of Office MENA and dedicated focal points from LRC on a regular basis (incl. identification of new activities for GRC’s support to LCR);
- Follow-up on sector related and relevant political developments to steer the identification of new activities and develop project proposals for donor submission;
- Give guidance and technical support to the operationalization of the CBDRM (Community Based Disaster Risk Management) approach of LRC, including the strengthening of integrated programming within the various operational departments;
- Liaise with GRC HQ technical teams to inform GRC’s global sectoral workstreams and to inform project and programme design;
- Provide guidance and technical support to LRC OD processes upon request and in close coordination with other Movement partners and relevant stakeholders.
Management:
- Ensure effective and qualitative management of all GRC funded activities and programmes in Lebanon in accordance with approved plans and regulations;
- Manage the country team, including recruitment, objective setting and appraisal, and staff development. The team currently consists of two members but might be upscaled in the future;
- Act as Security Focal Point in Lebanon in coordination with the GRC Head of Office MENA based in Beirut;
- Ensure compliance of all GRC-funded projects and programmes implemented in Lebanon in line with international, German and Lebanese law and GRC and donor regulations;
- Responsible for financial and narrative reporting towards back-donors, following donor and GRC-internal quality standards and timelines.
Required Skills:
Technical Experience:
- At least 7 years of relevant experience in the field of emergency relief and/or development programs including Disaster Risk Reduction, Disaster Management, Community-based approaches etc.;
- Minimum 3 years of management experience, including budget management;
- In depth understanding of integrated programming and its mainstreaming;
- Experience in strategy development processes and organizational development;
- Strategic thinking, hands on mentality and in-depth understanding of the humanitarian system (preferably RCRC movement);
- Excellent communication and conflict resolution skills;
- Proven programmatic, administrative, financial and organisational expertise;
- Proven experience in monitoring, evaluation and quality assurance;
- Working experience in the MENA region is an asset.
Management/Partnership:
- Previous working experience with the Red Cross/Red Crescent Movement and a National Society is an asset;
- Profound understanding of and experience in ‘localisation’ and partnership work;
- Experience in working with local partners, including in an advisory and coaching role, and engaging in high-level strategic discussions;
- Experience in working with different donors (German Ministries, ECHO, DEVCO etc.) – including the direct liaison with representatives on country level;
- Ability to work in a result-oriented manner, independently and as a team member.
Security/Language/ Personal skills:
- Experience in working in a difficult and volatile security situation;
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
- Oral and written fluency in English, any additional language (especially German and/or Arabic) is of advantage;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
- Cultural sensitivity, underpinned by substantial working experience outside her/his home country;
- Committed to prevent and combat any occurrence of bullying, intimidation, harassment, abuse and exploitation, including of sexual nature, in the workplace and with regards to recipients of aid;
- Valid International Driving Licence.
What we offer you:
You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation. In addition to a full insurance package GRC is covering one home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment and last but not least a comprehensive training package as well as briefings prior, during and after your mission will complete your employment. Lebanon is a non-family duty station; accompanied postings (spouses or partners only) are subject to prior verification.
