This position is located in the Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) at the United Nations Headquarters in New York. The incumbent will report to the Chief of Section and to the Director of OIOS-IED.
The Office of Internal Oversight Services is an independent office reporting to the Secretary-General and to the General Assembly. The Inspection and Evaluation Division focuses on the conduct of independent inspections and evaluations on behalf of the Secretary-General and the Member States. IED evaluations and inspections are meant to assist intergovernmental bodies and programme managers in assessing the relevance, efficiency, effectiveness and impact of Secretariat programmes. In accordance with its mandate, set forth in General Assembly resolution A/RES/48/218 B (and later resolutions A/RES/54/244 and A/RES/59/272), the role of IED is to help assure the accountability of Secretariat programmes for attaining their mandates, while in the process foster institutional learning and improvement through reflection by programmes and Member States on performance and results.
OIOS-IED is seeking two evaluation consultants to assist with the implementation of its programme of work, which includes:
(i)Thematic assessments of Secretariat support in response to and/or adaptation under COVID-19;
(ii) Evaluation of the Economic Commission for Africa (ECA); and
(iii) Evaluation of the Economic Commission for Latin American and the Caribbean (ECLAC).
Responsibilities:
In close coordination with the Inspection and Evaluation Division teams, the consultants will be requested to undertake the following activities:
• Assist with the development of evaluation/assessment instruments for data collection
• Conduct data collection, data analysis and produce comprehensive statistics, numbers and synthesis by groups of respondents, by region, by theme and by question
• Undertake systematic desk reviews of key documents, or sets of documents, to help answer key questions
• Conduct sampling strategies and sampling frames to assist in the collection of data through surveys
• Assist the team in collecting data, identifying data sources and reports, interviewing stakeholders and staff
• Assist the team in analysing data, documents and other sources of information, as well as statistics through data summaries graphics, briefing notes, scorecards and/or other means of synthesizing all primary data analysed
• Provide concrete analytical inputs to preliminary and final results and ultimately contribute to segments and parts of the thematic assessment report
• Support other OIOS-IED initiatives as required and necessary
