The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
GRC is currently seeking an experienced Head of Office (m/f/d) responsible for implementing the Programme of GRC and Swiss Red Cross (SRC) in Egypt together with the Egyptian Red Crescent (ERC). ERC’s mission is to improve the life and wellbeing of the Egyptian people by providing health and medical services, social services, Disaster Management services. GRC and SRC are striving to support its Sister Society where possible – through joint programs, exchange of knowledge as well as technical and managerial support. Currently, the programmatic focus of GRC and SRC is on migration, health, livelihoods as well as Disaster Risk Reduction activities. In addition, new potential projects in the field of National Society Development (e.g. institutional preparedness and logistics, procurement, PMER) are being considered.
The Head of Office will be based in Cairo, and work in the premises of the Egyptian Red Crescent, but also from home in Cairo regularly and remotely (due to non-permanent status in-country). The overall line manager is the GRC country manager at HQ. The position requires regular field visits and international travel.

Main duties & responsibilities:
- To support and advise ERC in building and strengthening their capacities and programmes in line with jointly identified priority areas, and in line with ERC’s strategy;
- To oversee and support GRC/SRC-funded projects, implemented by ERC in accordance with approved plans, donor regulations and policies;
- To further develop and strengthen the partnership between ERC, GRC and SRC.
- To provide project documents (project synopsis/concept paper, result based project plan, full project proposal, project budget, project agreement with partner, regular reports) in line with GRC/SRC rules;
- To closely work with ERC to secure adequate documentation and reporting (financial and narrative) towards donors in compliance with applicable donor regulations;
- To ensure effective stakeholder coordination for the planning and implementation of the projects;
- Supervise and develop Egyptian staff directly engaged in GRC/SRC-funded programmes;
- To cooperate and liaise with Red Cross/ Red Crescent movement partners and external stakeholders;
- To represent the GRC and SRC towards the Egyptian Red Crescent (ERC), the ICRC, the IFRC and other partners in the Red Cross/ Red Crescent Movement, national authorities, EU representatives, international and national organisations as well as the German and Swiss Embassies and the media, as applicable and required;
- To assess and develop further funding opportunities and fields of action for GRC and SRC;
- To develop the GRC and SRC country strategy in close collaboration with the GRC MENA team in Beirut and SRC representatives, including preparation of GRC Country Paper and the SRC Annual Country Report for Egypt.
Required Competencies & Skills:
Technical experience:
- At least five years of experience in the field of international cooperation, including substantial experience working in humanitarian crisis and or development contexts;
- Excellent programme coordination and project management skills, proven financial management skills; proven experience in monitoring, evaluation and quality assurance;
- Strategic thinking, hands-on mentality and in-depth understanding of the humanitarian system;
- Technical background in one or more of the following areas: Health, community based DRR, Livelihood or CVA preferably in the MENA region is an asset;
- Familiarity with MENA or working experience in MENA is an asset;
- Substantial experience in implementing donor-funded projects such as ECHO, DEVCO, Federal Foreign Office of Germany, Federal Ministry for Economic Cooperation and Development (BMZ);
- Proven representation and humanitarian diplomacy skills;
- Previous experience of working for the Red Cross / Red Crescent Movement is a strong asset.
Personal/Language skills:
- Excellent communication skills, problem-solving skills and intercultural sensitivity, diplomacy and facilitation skills;
- Oral and written fluency in English, knowledge of Arabic is of advantage;
- Ability to work independently, highly solution-oriented and as a team member;
- Agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
- Ability to work effectively in multi-cultural environments;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
- Valid Driving Licence.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment.
