At the next possible date we are looking for you as
Manager (m/f/d) Monitoring, Evaluation, Accountability and Learning (MEAL).
The employment is full-time. The employment offer is initially for a fixed term of 34 months/ until 31.12.2023.
The position is located in the International Cooperation Division of the GRC General Secretariat in Berlin.
In our humanitarian aid and development cooperation projects as well as in the long-term capacity strengthening programs of our sister National Societies (NS) worldwide, we are committed to enabling quality assurance, to learning from experience and to integrating appropriate measures into project and programme design. As a member of our MEAL team, you will be instrumental in ensuring that our international cooperation work globally can be systematically monitored and assessed in terms of achievement of targets and effectiveness, as well as continuously improved by using lessons learned – the participation of and accountability towards those affected being always at the centre.
Your tasks:
- Apply and further develop a comprehensive MEAL approach to assure the quality of our humanitarian aid and development cooperation projects worldwide as part of the MEAL team
- Ensure the quality of MEAL processes and activities in line with internationally recognized MEAL standards, including standards within the Red Cross and Red Crescent (RCRC) Movement
- Provide technical support to GRC country offices and sister NS in planning and implementing the necessary MEAL systems and related activities in the respective projects
- Develop guidance and tools to further operationalize the MEAL framework (including participatory tools) in close collaboration with the GRC country offices and sister NS
- Support the design of logic models and appropriate indicators to measure the achievement of targets as well as the necessary tools and methods for data collection, analysis and visualization and their application
- Support GRC country offices and sister NS in the use of systematic and innovative approaches to two-way communication channels, community participation and feedback mechanisms, while facilitating the roll-out of related data management systems, as needed
- Support the capturing, consolidation and dissemination of lessons learnt, incl. the implementation and further development of processes and tools to identify and use evidence for project-based and institutional learning
- Address MEAL-related aspects - including preparation of documents - in close collaboration with relevant technical managers to ensure consistency and coherence across GRC's international cooperation
- Provide technical support in consolidating information from individual projects for the preparation of internal and external reports in close cooperation with country and technical managers in the International Cooperation Division
- Plan and implement briefings and other capacity building and training activities in the field of MEAL (e.g. trainings, workshops) in coordination with country and technical managers in the Division International Cooperation and within our sister NS abroad
Your profile:
- Relevant university/technical college degree
- Very good knowledge of international cooperation of the German Red Cross and the International Red Cross and Red Crescent Movement
- Several years of experience in planning, monitoring and evaluation of donor-funded projects and/or programs, especially in close cooperation with local partner organizations
- Practical or field experience working with local partner organizations in the field of humanitarian assistance and development cooperation, ideally within the International Red Cross and Red Crescent Movement
- Experience in Community Engagement and Accountability (CEA) in humanitarian response, including application of two-way communication approaches, community participation and feedback mechanisms, and related data management systems
- Experience in designing and implementing learning processes at project and organizational levels to leverage lessons learnt from M&E and CEA activities to strengthen evidence-based decisions
- Strong methodological skills in M&E, good knowledge of information and communication technologies (ICT), including digital data collection and processing (e.g., Excel, Access, statistical programs, digital web-based tools for data collection and analysis), and data processing and utilization
- Good knowledge of inclusion in humanitarian aid and development cooperation is desirable
- Empathy and openness for foreign cultures
- Ability to think and work in complex contexts
- Strong ability to work in a team
- Fluency in English, good French or Spanish skills are an advantage
- Good general computer skills (especially MS-Office 365)
- Willingness to travel abroad
