Org. Setting and Reporting
This post is located in the Office of the Assistant Secretary-General for Rule of Law and Security Institutions within the Department of Peace Operations (DPO), and is based in the United Nations Global Service Center, Brindisi.
The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.
DPO provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. The DPO Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to coordinate and strengthen the links between the Department's activities in the areas of police, justice and corrections, mine action and weapons and ammunition management, the disarmament, demobilization and reintegration of ex combatants, and security sector reform.
The incumbent reports to the Special Assistant of the ASG OROLSI and the Chief of Justice and Corrections Service (JCS) or his/her delegate.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:
- Conducts research and analysis to inform the development of strategies, programmes, lessons learned studies, policy and guidance;
- Assists with the formulation of policy and guidance materials based on United Nations norms and standards; Provides specialized technical support and strategic guidance to United Nations peace operations; Supports the planning and organization of policy review dialogues, workshops, and outreach activities with Member States and other stakeholders;
- Responds to requests and assisting United Nations peace operations with operational matters, as and when required; Supports in all aspects the Group of Friends to Promote Accountability for Crimes Against Peacekeepers, including by taking notes and
preparing other materials; Supports in all aspects the Working Group on Accountability for Crimes Against Peacekeepers, including by taking notes and the preparation of other materials;
- Supports the implementation of the standard operating procedures on the prevention, investigation and prosecution of serious crimes against United Nations personnel in peacekeeping operations and special political missions; Assists in all aspects with the operation
of the comprehensive online database on crimes against peacekeepers, including by uploading, amending or verifying relevant information in consultation with all concerned stakeholders, notably in United Nations peace operations; Represents the Office, attending United Nations inter-governmental meetings and making presentations on relevant issues as and when required; Assists in all aspects of public information related activities, including through the relevant workplan, with initiatives such as social media posts, a short documentary, the yearly newsletter, and with outreach initiatives, including with civil society organizations; Provides support for the
preparation of code cables, reports, training materials, project proposals and budgets, and other mission-related documents;
- Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Facilitates links and overcall coherence and coordination between the above-mentioned functions and the broader work of JCS on criminal accountability for serious crimes; and Provides other operational and administrative support to the Office, as needed.

Education
Advanced university degree (Master's degree or equivalent degree) in law is required. A first-level university degree in law in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
At least five years of progressively responsible professional experience in the legal, human rights or criminal justice field is required.
Experience supporting the development or implementation of rule of law programmes in a developmental, transitional or post-conflict setting or time spent working in a post-conflict environment in the United Nations system, in particular in a United Nations peace operation, is required.
Experience with the development and design of communications material in the area of rule of law and security institution is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.
