Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is located in the Technology Development Unit (TDU) within the Technology Development, Design and Planning Section (TDDPS) of the Service for Geospatial, Information and Telecommunication Technologies (SGITT) at UNGSC-UNICTF Valencia, Spain.

The incumbent will report to the Chief TDU or other designated officer.

Responsibilities

The Information Systems Assistant may be responsible for the following duties:

• Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Documents requirements and background information used for data analysis.
• Assists with the planning of major information systems and field technology projects within the Unit, monitoring the progress of the systems analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of more complex systems.
• Assists with the management of the field technology projects, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs.
• Supports the development of technical specifications for the procurement of equipment and contractual services and coordinates the technical evaluation of offers and proposals received.
• Supports the establishment of contracts, including the establishment of service level agreements with vendors and chargeback policy for users.
• Assists the team with the development of strategies to implement global information systems projects originating from DOS/OSCM and UNGSC.
• Assists the team with the development, implementation and monitoring of information systems and field technology standards, guidelines and procedures.
• Assists the team with the development of detailed systems and other functional specifications and user documentation as required.
• Provides advice to users, analyzing user requirements and translating these into new applications; determines application systems integration and linkage issues.
• Maintains, upgrades, or enhances existing user systems; troubleshoots and provides continuing support, including resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
• Supports the team with the development of training materials, operating and user manuals and trains staff in the use of assigned systems.
• Researches, analyses, and evaluates new technologies and makes recommendations for their deployment.
• Participates in writing reports and papers on systems-related topics, system requirements, information strategy etc.
• Participates in the development of plans for major projects within the Unit, monitoring the progress.
• Support the project management of Proof of Concepts (POCs) and pilot projects using PRINCE 2 project management methodology.
• Provides guidance to, and may supervise, new/junior staff, consultants, etc.

Education

High school or equivalent diploma is required.

Job - Specific Qualification

PRINCE 2 Foundation Certification is desirable.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

At least eight (8) years of progressively responsible experience in Information Systems and Technology, or related area is required.

Experience in project management techniques in a technical environment is required.

Experience in Information Systems or Field Technology within the United Nations system or other similar organizations is desirable.

Experience in researching and evaluating new technologies is desirable.

Experience in information systems planning, analysis, design, development, and implementation is desirable.

Experience in developing technical specifications and user documentation is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
