The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
GRC is currently seeking an experienced Programme Coordinator Construction and Rehabilitation to provide technical support for GRC’s construction and rehabilitation activities but also to act as a technical resource person for the Syrian Arab Red Crescent (SARC) and other Movement partners.
The Programme Coordinator will be based in Damascus. The position holder will be requested to conduct field visits to various locations if the security situation permits.
Duration: starting in January 2017 for one year (with possible extension)
Location: Damascus, Syria
Responsibilities and Tasks:
- To ensure a technically sound and well-coordinated implementation of GRC/SARC construction and rehabilitation activities in accordance with respective donor regulations
- To coordinate GRC/SARC construction and rehabilitation activities closely with other Red Cross / Red Crescent Movement partners, particularly with consortium partners
- To provide relevant input and prepare project documents (project synopsis/concept paper, result based project plan, full project proposal, project budget, project agreement with partner, regular reports) in line with GRC rules
- To act as technical resource person for rehabilitation and reconstruction to SARC and its movement partners, beyond the scope of GRC’s projects
- To support building capacities with implementing partners in order to improve the effectiveness of large construction / rehabilitation projects
- To establish and maintain close coordination and liaison with all stakeholders in relation to construction and rehabilitation activities
- To identify needs and new project opportunities
- To support GRC Regional Office in programming and strategy setting by contributing relevant technical information about humanitarian needs resources, stakeholders and objectives
Required Skills:
- At least 5 years working experience in the field of construction and rehabilitation
- At least 5 years of working in the field of humanitarian assistance and development cooperation
- A university degree in a relevant field: architecture, engineering or related
- Experience in working with the Red Cross / Red Crescent Movement
- Experience in working with local partner organizations
- Excellent communication skills, problem-solving skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner
- Excellent program coordination and project management skills
- Experience in working with different donors (German Ministries, ECHO, DEVCO etc.)
- Proven financial management skills
- Regional expertise is an asset
- Oral and written fluency in English is a requirement; German and/or Arabic is a strong asset
- Willingness to work in a complex and dynamic environment
- Awareness and acceptance of the risks associated with this mission; Experience in working in a difficult and volatile security situation and good stress management
- Ability to work independently and as a team member
- Ability to work effectively in multi-cultural environments
- Excellent physical and mental health with the ability to complete a thorough medical screening process
GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight within a 12-month period of assignment and medical check-ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings prior as well as during and after your mission.
