Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is located in the Office of the Director (OoD) of the United Nations Global Service Centre in Brindisi, Italy.

The Data Specialist will report to the OoD Senior Administrative Officer, and will be the primary enabling capacity for data-driven decision making by the Director of the UNGSC.

Responsibilities

The focus of this function is to establish the necessary framework to generate and communicate data-driven analyses in support of decision-making processes, support strategy development, and manage strategy execution. The Data Specialist will play a crucial role in facilitating informed decisions, identifying patterns and trends, optimizing processes, and enlarging the UNGSC support footprint by leveraging the power of data.

Within delegated authority, the Data Specialist will be responsible for the following duties:
• Translate organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with data and information
• Identify, analyze, and interpret trends or patterns, using machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data
• Oversee and allocate resources to the building of analysis, reporting and quality control capabilities
• Conduct full data analytics lifecycle analysis, including data requirements, activities and design
• Ensure technically sound execution of data analytics projects
• Collaborate with colleagues across the UNGSC Services to identify data analytics needs and support data-driven projects
• Translate immediate requirements into prototype solutions and oversee their subsequent full implementation
• Keep track of trends and developments in data analytics best practices, tools, etc.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, statistics, information management, public administration, management or a related field is required.
A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required.

Experience in using data to advance decisions, strategies and execution is required.

Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required.

Experience in tools managing version control such as Git is desirable.

Experience with database or programming languages (SQL, Python, R) is desirable.

Experience with UN Entreprise Data Management Platforms is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.
