The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Short term Epidemic Preparedness Health Delegate (m/f/d), Syria

GRC is present in Syria since 2012, and since then continues to support the Syrian Arab Red Crescent (SARC) through strong programmatic partnership built on joint projects, knowledge exchange and technical and managerial support in the field of Logistic and Medical Logistic, Disaster Management, Cash and Voucher, Health and overall Host National Society Development activities. Since 2022, GRC is working together with the Community Based Health & First Aid (CBHFA) team in the SARC Health Unit, supporting the implementation of community-based health activities in 12 Governorates. Building on what was achieved to date and capitalizing on the new funding opportunities related to Epidemic Preparedness in Communities (EPiC) capacity building, GRC is seeking a short-term Epidemic Preparedness Health Delegate (m/f/d) for Syria.

The Delegate will work under the supervision of the Head of Office in Syria and in close coordination with the Program Managers.

This is an unaccompanied position.

Starting date: 01.11.2023

Duration: 5 months with possible extension.

Location: Damascus with travel to other areas of Syria, up to 30% remote work envisioned

Main duties & responsibilities:

To work with the CBHFA Team in the Health Unit at the SARC implementing specific tasks to develop and facilitate Epidemic Preparedness trainings. Contribute to the review process of SARC CBHFA strategy.

Outputs expected by the end of GRC Epidemic Preparedness Health Delegate’ mission:

  1. Develop a strategy and pilot an action plan to enhance the epidemic preparedness component, based on the main needs identified in terms of community-based health response and the relevance as per CBHFA and SARC overall strategy.
  2. Facilitate EPiC Training ToT and develop the curriculum and the action plan for the cascade training at branch level.
  3. Support CBHFA Team in designing epidemic preparedness community-assessment tools and related contingency planning tools.
  4. Support the CBHFA Team in designing new tools based on needs and priorities including: standardized data collection and reporting tools related to epidemic preparedness and overall Risk Communication and Community Engagement (RCCE) activities.
  5. Contribute to the review of SARC’s CBHFA strategy, integrate the epidemic preparedness capacity building in the overall CBHFA strategy, and ensure that the strategic and operational levels of epidemic preparedness and CBHFA programming are linked to the overall SARC Strategy.
  6. Support SARC CBHFA Unit to work to strengthen the integration with other sectors/activities at branch level and integrate the multi-sectoral approach into the epidemic preparedness system, incl. referrals mechanisms with other Health services and coordination mechanisms with other sectors.

Required Competencies & Skills:

Obligatory:

  • Master’s degree in Public Health preferred, or equivalent combination of education and relevant work experience;
  • At least 5 years’ experience in Public Health, in areas like epidemic preparedness, community-based health and first aid and/or public health in emergency;
  • Solid experience in epidemic preparedness programming and capacity building, including designing and piloting trainings, tools and methodologies;
  • Proven ability to develop and carry out assessment, strategic review and stakeholder analysis using a participative, bottom-up approach;
  • Proven ability to train, supervise, and support local staff;
  • Strong computer skills in the areas of spreadsheets, word processing, database management, and statistical analysis;
  • Excellent command of Arabic and English is mandatory
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
  • Valid International Driving Permit (IDP).

Preferable

  • Knowledge and experience working in Syria and MENA region;
  • Knowledge/experience working/volunteering with the Red Cross and Red Crescent Movement;
  • Experience with the EPiC approach.
