The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
GRC is currently seeking a Head of Office (m/f/d), Lebanon
The overall objective of the position is to further develop the strategic direction of GRC’s engagement in Lebanon, and with the Lebanese Red Cross (LRC) in particular. The Head of Office identifies relevant needs and programmatic areas for National Society Development (NSD) initiatives, future projects, and programs in coordination with LRC and partners, with the purpose of preserving the excellent and well-established partnership with LRC.
The delegate is working under the supervision of the Head of Office for the MENA region and will be part of an experienced team of international delegates and local staff.

Duration: 24 months (with possible extension)
Location: Beirut, Lebanon
Main duties & responsibilities:
- Develop and implement GRC’s country strategy, including financial forecasting and budgeting;
- Manage and further strengthen partnerships with LRC and Movement partners; including Project and programme development, needs assessment, funding opportunities, proposal writing;
- Representation of GRC towards donors, embassies, governmental and non-governmental stakeholders and media;
- Guidance and support to LRC, strengthening operational capacities, quality assurance, technical support in line with jointly identified priorities;
- Oversight of the implementation of GRC programmes & projects, including Grant management, budgeting, financial and narrative reporting, monitoring in compliance with GRC and donor regulations and standards;
- Office management, including administration and filing;
- Team management with a consistent approach in the fields of PSEA, diversity management and learning and development;
- To motivate, supervise and manage GRC’s Lebanon team (currently 2 staff), and to support security management in coordination with LRC and the IFRC and in line with GRC’s security policy;
- Quality assurance in close coordination with technical advisors at GRC HQ and technical advisors and programme coordinators in the MENA office;
- Analysing the humanitarian and political situation in country and advising GRC on humanitarian risks and trends;
- To represent GRC towards and maintain close liaison with IFRC, ICRC and other Movement partners as well as, where applicable, with Lebanese and German national authorities and other humanitarian stakeholders at the appropriate levels.
Required Competencies & Skills:
- At least five years of senior leadership experience, including management of diverse teams;
- At least five years of experience in the field of international cooperation, including technical expertise in key sectors and a profound understanding of the Humanitarian landscape, tools and topics. Red Cross / Red Crescent Movement experience is a strong asset;
- Excellent programme coordination and project management skills, financial management, budgeting, monitoring, evaluation and reporting, and thorough understanding of donor guidelines and regulations;
- Strong leadership skills, including strategic thinking, decision-making, presenting, and mediating conflict;
- Strong diplomatic skills and experience in representation and networking;
- Excellent understanding of the Movement and full commitment to the Red Cross fundamental principles;
- Outstanding resilience and stress management skills;
- Proven record of capacity strengthening, team development and coaching;
- Experience in the development and implementation of policies in the fields of safety and security, PSEA, compliance and human resources development;
- Oral and written fluency in English. Any additional language (especially German and/or Arabic and/or French) is of advantage;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
- Valid International Driving Permit (IDP).
