What PAH is about:
Polish Humanitarian Action (PAH) is a non-governmental organization. For 25 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 44 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Nutrition and Education. PAH in Iraq:
We returned to Iraq at the end of 2016 to respond to the needs of the civilian population caused by the fighting in Mosul. The PAH response team immediately began to provide humanitarian aid to the residents of the city, supplying food baskets and hygiene kits.
In 2017, Polish Humanitarian Action reached over 30 000 beneficiaries in Ninawa Governorate by providing food and hygiene assistance in cooperation with Czech Caritas Republic. Additional 23 000 beneficiaries from Erbil Governorate received food, hygiene or NFI assistance in project funded by Polish Ministry of Foreign Affairs.
PAH’s current activities in Iraq include:
- swift reaction to humanitarian crisis in Iraq.
- improvement of quality of all actions, assuring more adequate humanitarian response, following humanitarian standards and requirements of local communities.
- response based on complementary programs and projects which are created in coordination with local authorities and local communities.
- support of Iraqi employees in improvement of personal potential and professional capacity.
In 2018, MEAL actions will cover activities implemented under at least two projects, one financed by the Polish Ministry of Foreign Affairs and another under Madad Fund. The activities will relate to cash based interventions in Erbil and Dohuk Governorate and WASH infrastructure rehabilitation in Ninawa Governorate. MEAL activities will be coordinated from Erbil and will include areas in the vicinity of Erbil as well as additional activities in Dohuk, Mosul and western part of Ninawa Governorate.
Who PAH is looking for:
PAH in Iraq is looking for a MEAL Coordinator. The person will hold the following responsibilities:
- Lead the Monitoring & Evaluation duties and assist in accountability and learning processes on the mission;
- Set up an adequate monitoring and evaluation system applicable for two projects, draft and regularly update MEAL work plans according to general PAH M&E strategy and projects requirements;
- Ensure technical, programmatic and strategic consultancy in MEAL assignments to the programme personnel on the mission;
- Plan, prepare, organize and conduct monitoring and evaluation activities for all projects;
- Support internal learning, capacity building and facilitating quality improvement in relation to MEAL data;
- Provide input to project proposal, review the logframe and the logic of intervention;
- Review project budget to ensure implementation of adequate high quality monitoring;
- Provide support in beneficiary selection and verification;
- Implement electronic, mobile data collection systems in the M&E or MEAL processes;
- Provide support in the development of a remote M&E systems and their implementation by all concerned;
- Manage and supervise MEAL team and contribute to team members’ capacity development;
- Support HoM, HoP and programme teams in developing accountability mechanisms;
- Report to HQ in terms of Mission activities in timely manner.
What PAH requires:
- Significant experience of undertaking a MEAL related role in a humanitarian context;
- At least 3 years of experience in NGO and humanitarian assistance sector;
- At least 1 year of experience in managing teams in humanitarian programmes or projects;
- Proven experience in training and capacity building;
- Strong monitoring and evaluation skills, including planning and participating in M&E tasks (minimum 1 year);
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
- Ability to adjust to difficult and sometimes insecure working circumstances;
- Excellent spoken and written English (skills in Arabic or Kurdish will be an asset);
- Knowledge of IT software such as Kobo, IformBuilder, SPSS (knowledge of other relevant tools will be an asset);
- University degree in social sciences or any relevant subject.
