Coordinating work plans The Project Support Specialist is responsible for working closely with District Coordinators and Project Manager to review and ensure the district plans are consistent with the project properties, compile the District plans (orientation plan, School visit plan; etc.) in one BLF field monthly plan and keep updating it as necessary.
Supporting field delivery The Project Support Specialist will follow up to the implementation of the approved district plans and will ensure scoring implementation of each district plan to measure delivery performance of each district coordinator before the next planning meeting.
Supporting field coordination and monitoring The Project Support Specialist is responsible for timely follow up on different actions with District Coordinators, meticulously monitor the agreed actions and plans on weekly basis and flag the delayed activities for timely action.
Project Support Specialist is responsible for facilitating monthly reflection/review on previous monthly plan performance, identification of leanings and therefore facilitating experience and best practice sharing within team. The review verifies whether implemented activities benefitted the right people and contributed towards transforming their lives; whilst identifying the successful approach for documentation and widespread. The Project Support Specialist shall inform timely remedial actions to realign any identified deviations within the subsequent plans.
Steer progress reporting This Project Support Specialist will work with Project Manager for documenting learnings and compilation of reports from District Coordinators and volunteers, and relevant stakeholders. The Project Support Specialist is responsible for compilation of monthly, quarterly, bi-annual and annual progress reports and project completion reports. The Project Support Specialist will prepare a reporting calendar to ensure timely narrative and financial reporting. The Project Support Specialist is responsible for coordinating parties involved in the preparation, review and approval of reports, ensuring advance notice is provided, review feedback is incorporated in the reports and all reports are approved and signed-off before submission.
Administrative support and review For an effective end value for money support, the Project Support Specialist has to get a sound understanding of BLF budget to approve or to authorize staff and volunteers advances and payments per as the approved cash forecast of each district coordinator and within the approved thresholds. The Project Support Specialist shall always consult with BLF Accountant to ensure compliance with VSO and donor financial rules and regulations. Project Support Specialist shall monitor e and ensure each district coordinator has an approved cash forecast in month start and will actively participate in Grants Review Meetings (GRM).
Streamlining communication The Project Support Specialist is a communication focal person centralizing all field communications and ensure follow up for a timely required actions. He will be then engaging with staff and volunteers and will interact with Project Manager to ensure proper feedback is provided in timely fashion.
Though the Project Support Specialist is not line managing people, he is key in informing field staff performance management though 360 degree following to his intense engagement with them especially on planning, reporting, advance request, and accountability on plan delivery.
The Project Support Specialist will play a key role compilation of success stories, lesson learnt and other important BLF events from the field for the internal and external communication after review and approval of the PM.
Any other relevant duties assigned from time to time.
Education i. Master's degree in relevant development fields from reputable university, PhD in M&E preferred. ii. Professional training in participatory approaches to research and development.
Knowledge and skills i. Good knowledge of Coordination of field work in Rwanda or similar context, ii. Good knowledge of inclusive education in Rwandan context or similar context. iii. Excellent interpersonal skills and ability to establish and maintain strong working relationships iv. Communication and M&E skills are essential to this consultancy Experience i. At least 5 years' experience working in M&E or coordination of field activities. ii. Demonstrated skills in participatory approaches to research in developing countries.
