Polish Humanitarian Action is looking for a Financial Coordinator in Ukraine.

General information:

  • Technical supervisor: Financial Manager in HQ
  • Job terms: Full-time, 12-month fixed-term contract with a 3-month probation period
  • Starting date: ASAP

Polish Humanitarian Action (PAH) is a non-governmental organization employing people who want to make the world a better place. For over 25 years, we have been providing relief in big and small emergencies worldwide alongside with running missions in several countries in crisis. Our interventions of both humanitarian and development character have been carried out in 49 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Shelter, Nutrition and Education. PAH in Ukraine

We have been present in Ukraine since 2014. One of our first projects targeted displaced single mothers with children in the Zaporizhzhia region. Under this project, we subsidized household budgets of more than 250 beneficiaries on a monthly basis, providing them with access to food, hygiene and medical supplies. This assistance is being continued on a larger scale. In Zaporizhzhia, we cooperate with a local organisation "Child Smile." As part of the project, which was funded by the Polish Ministry of Foreign Affairs, we founded an Information Centre for IDPs and the local community, where social, legal, psychological and professional support is provided.

We also created a preschool point in Zaporizhzhia and Child Friendly Space in Berdiansk for the neediest residents and IDPs children in order to facilitate adaptation in new place and integration with local community.

PAH activities are closely coordinated with Protection and FSL clusters to efficiently provide aid to people in need.

PAH's projects in Ukraine are funded by the GOAL, ECHO, Mercy Corps, OFDA, Australian Embassy and Polish Ministry of Foreign Affairs.

Purpose of the Position

The Mission Financial Coordinator is responsible for coordinating finance flow in the projects in cooperation with the Project Coordinators, Operational Department on the Mission and Financial Desk in HQ; ensuring efficiency, transparency and good quality financial services to control project budgets and financial reporting.

Key responsibilities:

  1. Monitoring project budget realization using available tools (Navision, BMT, etc).

  2. Preparing Budget Monitoring tools (BMT) for new projects.

  3. Verifying costs booked in Navision in terms of nature of expenditure, description, legibility. Supporting Mission accountants in this respect.

  4. Participating in the allocation procedure: updating projects basket, verifying and accepting allocation files.

  5. Cooperating with the Project Coordinators in preparing monthly cash flow data.

  6. Running periodical financial reports according to PAH and donor requirements.

  7. Participating in preparation of new budget/budget revision in collaboration with the Project Coordinators.

  8. Facilitating all audit processes in the mission and ensuring all audit issues are followed up and resolved to a final conclusion.

  9. Following up on donors/partners/vendors/coordinators/staff issues and ensuring they are addressed in a timely manner, in collaboration with the Project Coordinators, Operational Department on the Mission and Financial Desk in HQ

  10. Performing any other duties as directed and instructed by the direct supervisor.

The successful candidate will be selected based on the qualification requirements described below:

  • Diploma in finance/accounting/economics or other relevant field;
  • Strong financial background and experience in relevant positions (Finance Manager/Coordinator) preferably in non-government sector;
  • At least 3 years of experience in managing financial processes under dynamic and challenging operating environments;
  • Proven experience in financial management at different levels (main office, field office, HQ);
  • Good understanding of accounting and finance procedures is a must;
  • Experience in requirements & compliance management;
  • Proven ability to manage a complex and demanding workload;
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
  • Results orientation, strong organizational and problem solving skills;
  • Highly developed interpersonal and communication skills;
  • Excellent spoken and written English, ability to communicate with all stakeholders including donors. Written and spoken Russian and/or Ukrainian;
  • Very good knowledge of Microsoft Office tools;
  • Knowledge of Microsoft Dynamics NAV (Navision) will be an asset.
